September 30, 2003 BCC Workshop TDR Update
June 11, 2003 BCC TDR Workshop Policy Directions:
1. TDRs will be awarded at a rate of 1 TDR per 5 acres, no partials, no
supplemental allocations.
2. The County will be the sole authorized broker for TDR transactions,
buyer and sellers.
3. A minimum value / price will be set in the LDC for a TDR. Prices
may float above the minimum in the market.
Dr. Nicholas will conduct a re-analysis of his November 2001
valuation of $18,500frDR based on sales data, property appraisals
and changed land use regulations and GMP amendments. Dr.
Nicholas has recommended a revised minimum value/price of
$22,2 73 per TDR by LDC regulation. Market value is estimated at
$25,380 per TDR with transaction costs.
The LDC will provide for a TDR Bank. The funding of an initial
purchase of TDRs will be addressed during the FY04 County Budget
deliberations. The Board declined to fund a "jump-start" of the TDR
program with an initial purchase of TDRs with ad valorem funding in
the FY04 County Budget.
All 5300+ TDRs will be recorded in whole units as a severable
property right per each entitled parcel subsequent to adoption of the
LDC (January 7, 2004). TDRs will be tracked by the CD & ES
Division through the Property Appraiser's records and GIS.
Report back on the funding source for tracking and administration of
the Palm Beach County TDR program and provide a recommendation
for funding the Collier TDR program. Palm Beach funds the staffing
and administration of its TDR program with General Fund
appropriations. The County Manager recommends that the Collier
TDR Program administration be funded with MSTD General Fund
(111) appropriations and transaction fees to TDR buyers and sellers
to be established by fee resolution subsequent to the TDR LDC
adoption on January 7, 2003.
