COUNTY PUBLIC VEHICLE ADVISORY COMMITTEE
Naples, Florida, November 3, 2003
LET IT BE REMEMBERED, that the Public Vehicle Advisory Committee, in
and for the County of Collier, having conducted business herein, met on this
date at 9:30 o'clock a.m. in REGULAR SESSION in Conference Room "A"
of 2800 North Horseshoe Drive, Naples, Florida, with the following members

Michelle Arnold stating that no action will be taken as you don't need action of committee to apply for
license.
VIII Old Business
-Code enforcement site - form development and policies need follow up.
-Forged taxi stickers, notice of hearing scheduled in December, review language for sufficiency.
Activity still being engaged in.
IX Complaint Report
-John Marsh - Complaint form has been developed; it will go in on company and/or driver.
Stickers are being removed and put on different vehicles.
-Michelle Arnold - need improved checklist for renewal process and orientation.
Officer Warfield - walked through ordinance regarding unlawful taxis on Fifth Avenue, City
approval is necessary, not County approval. Occupational license is required for taxis, police support is
necessary for enforcement. Paper license plates are used temporarily in order to get new vehicles on
road sooner but are replaced by permanent license when available.

X. Discussion of Ordinance Revision Update
-Vans, Sedans and limos are listed in the ordinance governing signagc on vans. Vans can act as
charter vehicles or taxicabs and should not look the same. Charter vehicle cannot look like a taxicab.
There is no authority to change the ordinance at Public Vehicle Advisory Committee level; however,
grandfathefing may be possible. There should be a restriction on the size of signs. Policy is being
review; there will be a stay.
