AUGUST 13, 1993
The Collier County Board of Commissioners is seeking applications
for positions on several advisory committees.
The Environmental Advisory Board has 3 vacancies; 2 terms expiring
on September 30, 1993, and 1 resignation, expiring on September 30,
1994. This 7 member committee acts in an advisory capacity to the
Board in matters dealing with the review and evaluation of specific
zoning and development petitions and their impact on the regulation,
control, management, use or exploitation of any or all natural
resources of or within Collier County. Members shall demonstrate
evidence of expertise in one or more of the following areas related
to environmental protection and natural resources management: Air
Quality, Biology (including any of the sub-disciplines such as
botany, ecology, zoology, etc. ) , Coastal Processes, Estuarine
Processes. Hazardous Waste, Hydrogeology, Hydrology, Hydraulics,
Land Use Law, Land Use Planning, Pollution Control, Solid Waste,
Stormwater Management, Water Resources, Wildlife Management, or
other representative areas deemed appropriate by the Board such as,
but not limited to, a representative of the development community.
Members are required to file a Form 1 Statement of Financial
Interest each year with the Supervisor of Elections. Terms are 4
years.
The Environmental Policy Technical Advisory Board has 3 terms
expiring on September 30, 1993 . This 11 member committee advises
and assists the county in the development and implementation of the
County Environmental Resources Management Program. Members shall
demonstrate evidence of expertise in one or more of the following
areas related to environmental protection and natural resources
management: Air Quality, Biology (including any of the
sub-disciplines such as botany, ecology, zoology, etc. ) , Coastal
Processes, Estuarine processes, Hazardous Waste, Hydrogeology,
Hydrology, Hydraulics, Land Use Law, Land Use Planning, Pollution
Control, Solid Waste, Stormwater Management, Water Resources,
Wildlife Management, or other representative areas deemed
appropriate by the Board such as, but not limited to, a
representative of the development community. Members are required
to file a Form 1 Statement of Financial Interest each year with the
Supervisor of Elections. Terms are 4 years.
The County Government Productivity Committee has 3 vacancies due to
resignations. This 13 member committee reviews the efficiency of
departments of County Government under the jurisdiction of the Board
of County Commissioners. Terms are 2 years.
The Affordable Housing Commission has 1 term expiring on October 1,
1993, representing the Real Estate category. This 9 member
committee monitors the implementation of the Affordable Housing Task
Force's recommendations, and the goals, objectives, and policies of
the Housing Elements of the County's Growth Management Plan and the
City's Comprehensive Plan. In addition, they investigate the
feasibility of tax increment financing for infrastructure for site
development of affordable housing for low income households; develop
means or mechanisms to encourage a voluntary program in which
Realtors, and other holding deposits such as escrow accounts of
earnest money deposits or security for rentals would deposit these
in a selected bank where such bank would contribute to the Housing
Trust Fund a gift calculated on the average collected balance for
the month; investigate a plan for any linkage and inclusionary
zoning recommendations; review and determine the effect of proposed
ordinances of affordable housing and make recommendations to the
Board of County Commissioners and the Naples City Council; and
investigate any other relevant areas so directed by the Board of
County Commissioners.
The Collier County Planning Commission has 3 terms expiring on
October 1, 1993 , representing District 1, District 3, and all areas
of District 5. This 9 member committee assists in the formulation
and review of the comprehensive land use plan, zoning ordinance and
amendments to both, and then submits their recommendations to the
Board for final decision. Members are required to file a Form 1,
Statement of Financial Interest each year with the Supervisor of
Elections. Terms are 4 years.
The Historic/Archaeological Preservation Board has 2 terms expiring
on October 1, 1993, representing the categories of Urban Planning
and Archaeology. This 7 member board is vested with the power,
authority, and jurisdiction to designate, regulate, and administer
historical, and archaeological resources in Collier County, under
the direct jurisdiction and control of the Board of County
Commissioners. Members must comply with the financial disclosure
laws of the State of Florida. Terms are 3 years.
The Lely Golf Estates Beautification Advisory Committee has 3 terms
expiring on October 1, 1993 . This 5 member committee assists and
advises the Board of County Commissioners in handling matters
pertaining to the beautification taxing district. The district was
created by referendum vote on November 4, 1986, for the purpose of
beautifying and maintaining the median strips of the streets and
other public area within Lely Golf Estates. Applicants must reside
within the boundaries of the municipal service taxing unit. Terms
are 4 years.
The Golden Gate Parkway Beautification Advisory Committee has 2
terms expiring on October 6, 1993 , representing Precinct #625 and
626. This 5 member committee assists the Board of County
Commissioners in handling the matters pertaining to the taxing
district which was formed for the purpose of beautification and
maintenance of Golden Gate Parkway between Santa Barbara and C.R.
951. Terms are 4 years.
Members of the advisory committees must be residents and electors of
Collier County. Residents interested in applying for the advisory
committee positions are requested to submit a letter and brief

Dear Ms. Filson,
RE: Environmental Advisory Board (EAB) Openings
I would like to be considered for reappointment for a full
term for the Environmental Advisory Board. By the luck of the draw
my initial appointment was for only one year.
In addition to the experience that I gained during my first
year on the EAB, I would like to offer the following facts
regarding my role:
1. I have demonstrated a commitment to being as
knowledgeable as possible. Whenever necessary, I have
done research, sought expert opinions and consulted
staff.
2 . I attended every EAB meeting.
3 . Since I have no financial ties to any activities
within this community, there is no potential for conflict
of interest. Therefore, my attendance always counted
towards a quorum on all issues. This was not the case
for many of the Board members.
I suppose that logic would dictate that if I was qualified to
be appointed last year, then with a year's experience, I am even
more qualified and should be reappointed! Also, in addition to my
EAB experience I have gained outside expertise in such areas as
solid waste and land use planning which were mentioned in the
request for applicants.
In conclusion, the past year was a rewarding experience and
I hope I can continue to help Collier County through my
participation on this important Board.

I am interested in serving on the Environmental Advisory Board. I feel that my knowledge in the
biological sciences and experience with environmental topics can be an asset to the board in its
capacity of permit review and other areas. Enclosed please find a copy of my resume.
I hold a Master of Science degree from the Department of Science Education at the Florida Institute
of Technology. My main areas of concentration, apart from education, were the marine sciences,
coastal ecosystems management,wildlife ecology,and biological conservation. In accordance
with the requirements of my degree program,I had extensive graduate coursework in research
methods and statistics including in depth critical analyses of research methods used in a broad
spectrum of educational and scientific studies. My master's thesis required a formal literature
review, written and oral proposals, survey distribution to fifteen secondary schools in the U.S.
and Germany, and the organization and statistical analysis of the data compiled from cross-cultural
testing.
I was employed as a Science Instructor at the Newfound Harbor Marine Institute for two years
during which time I developed and taught various environmental and marine science programs for
elementary, middle and high school students. This included water and land based programs of
varying intensity depending on students' age and familiarity with the subject material.
I have a broad knowledge base of Florida's environmental processes and feel that this is an

It would be my honor and privilege to serve the Board and the citizens of Collier County as a member
of the Environmental Advisory Board. I have enclosed my resume for your review in hopes of obtaining
this position. Should appointment to the EAB not be possible, I would also like to be considered as
a candidate for membership on the Environmental Policy Technical Advisory Board. I believe my
qualifications and experience would allow me to serve the Board well as a member of either of these
organizations.
For the past five years I have been an environmental consultant in southwest Florida working on a
variety of development and other projects including several in Collier County. My total of eight years
as an environmental consultant along with my seven years of environmental research background have
provided a practical understanding of a wide diversity of environmental issues including wetlands, listed
plant an animal species, surface and ground water quality, hazardous/toxic wastes and other pollutants
(assessment and remediation), analysis of ecosystems and impacts to these systems, reclamation and
mitigation design, and resource management. Working closely with project engineers and planners,
I have also acquired a good understanding of stormwater management and planning principles. My
experience includes preparation and processing of EIS, PDA, and DRI documents for projects in Collier
County and participation in the overall process of projects requiring approval of rezoning, SMPs,
provisional uses, excavation permits, and amendments to PUDs. This has provided me with thorough
knowledge of environmental issues contained in applicable regulations contained in the Land
Development Code, Zoning Ordinances, and Conservation and Coastal Management Element of the
County Comprehensive Plan. It has also provided me with a knowledge of the concerns of both
developers and the County. Formerly I served Lee County as a member of their Environmental
Advisory Committee and have worked with other policy/ordinance forming groups such as the SFWMD
and EPTAB in an effort to assist development of new regulations and policies. I believe I have a good
relationship with Collier County staff whom I have worked with on several occasions.
Collier County faces many challenges in attempting to maintain the growth vital to its economy while
at the same time balancing this need with conservation and management of the natural resources
which are also critical to the well being of the County. I would like to assist the Board in meeting
these challenges by helping protect and manage natural resources in accordance with County
regulations and by helping implement the environmental goals of the Comprehensive Plan.

Mr. Hagan is a recent addition to PBS&J's Civil Engineering group. He has been involved with a wide range
of projects including land development, stormwater management systems, computer modeling, drainage
permitting, environmental permitting, commercial and residential site development, water and wastewater
systems, water management systems and roadway construction.
PROJECT EXPERIENCE
Significant project engineering and management responsibilities include the following:
• Prepared the Cocohatchee River Diversion System Feasibility Analysis Report for Collier County and
Big Cypress Basin Board which included a detailed hydraulic and hydrologic analysis of the east and
west branches of the Cocohatchee River, the North Naples Canal and a proposed connection canal for
these water bodies in conjunction with the proposed improvements of Immokalee Road (C.R. 846).
• Designed site improvements and obtained Collier County, FDOT, COE, DER and SFWMD permits for
the construction of the 951 Commerce Center which consisted of a commercial development of 40.4
acres including S.R. 84 improvements, site infrastructure, a manmade wetland preserve and water
management system.
• Designed water management systems and obtained COE, DER and SFWMD permits for the
construction of approximately six miles of C.R. 951 four laning expansion(south of C.R. 846), which
( included the relocation of an existing canal, construction of water quality treatment facilities and several
new water control structures.
• Obtained COE, DER, and SFWMD permits for the 700± acre Audubon Country Club project which
included the construction of a 400± unit residential development with an 18-hole golf course, roadway
improvements, dock facilities, estuarine boardwalk, and water management system that incorporated
wetland and upland preserve areas. This project also required gopher tortoise, bald eagle and indian
burial mound preservation and protection plan which were obtained prior to commencing construction.
• Designed site improvements and obtained COE, DER and SFWMD permits for the 1200± acre Quail
West PUD project which included the construction of a 700± unit residential development with an 36-
hole golf course, infrastructure and water management system that incorporated wetland preservation
and upland preserve areas.
• Prepared COE and DER permit applications for the development of the 10± acres Clam Bay Park in
Pelican Bay project which includes parking facilities, boardwalk, canoe launch and tram station.
• Prepared COE, DER and SFWMD permit applications for the development of the 530± acre
Woodlands DRI project which includes the construction of a 500± unit residential and 30± acre
commercial development with an 18-hole golf course, infrastructure, roadway improvements and water
management system that incorporated wetland preserve areas.
• Obtained COE and SFWMD permits for the construction of Phase 3 of the 100± acre World Tennis
Center which included the reconstruction of the existing lakes, mitigation areas and expansion to an
existing water management system.
• Obtained COE, DER and DNR permits for the Marco Yacht Club expansion which included the
construction of 19 new slips and the associated docking facilities and Marco Marina Basin which
included the modification to and reconstruction of a deteriorated docking facility of approximately 40
slips.

Mr. Hagan also worked on several projects with other firms in Ocala, Florida. He was responsible for the
design and permitting of civil engineering projects including commercial and industrial site plans; water supply,

sewer design; and engineering studies, reports and permits. Mr. Hagan also worked for a soils testing firm

I would like to be considered for reappointment for a full
term for the Environmental Advisory Board. By the luck of the draw
my initial appointment was for only one year.
In addition to the experience that I gained during my first
year on the EAB, I would like to offer the following facts
regarding my role:
1. I have demonstrated a commitment to being as
knowledgeable as possible. Whenever necessary, I have
done research, sought expert opinions and consulted
staff.
2 . I attended every EAB meeting.
3 . Since I have no financial ties to any activities
within this community, there is no potential for conflict
of interest. Therefore, my attendance always counted
towards a quorum on all issues. This was not the case
for many of the Board members.
I suppose that logic would dictate that if I was qualified to
be appointed last year, then with a year's experience, I am even
more qualified and should be reappointed! Also, in addition to my
