I understand my current appointment to the Collier Environmental Advisory Board (EAB) is up
at the end of September 1996. I would like to be considered for another term as a Board
member.
For the past ten years I have been continuously involved in biological research, environmental
education and the shaping of environmental policy in and around Southwest Florida. I have
come to understand the important role the EAB provides the county's citizens and wish to

Dear Ms. Filson:
I appreciate the opportunity to submit this letter of interest and attached qualifications to serve as a
member of the County's Environmental Advisory Board. I would once again like to volunteer my
knowledge and experience as an environmental consultant and resident of Collier County to the EAB.
My professional experience as an environmental analyst working in Collier and surrounding counties
spans 7 years. I currently work in the Environmental Division of Wilson, Miller, Barton & Peek where
I focus on a wide range of environmental planning, permitting, management, and mitigation issues. My
experience and educational background have provided me with an in-depth knowledge of a variety of
environmental topics including wetlands, unique uplands, protected plant and animal species, ground
and surface water hydrology and water quality, land management, hazardous/toxic wastes and
remediation, and ecosystems assessment. I am quite familiar with the County's Comprehensive Plan,
the Land Development Code, and various County ordinances related to the environment. I have also
participated in numerous projects of the type heard by the EAB such as rezones, PDAs and DRIs, SMPs
and PUDs, and formerly served on Lee County's environmental advisory committee. In addition, I have
conducted numerous environmental impact assessments for both private and public projects.
The delicate balance between the need for continued growth and economic development in the
community while maintaining the integrity of our natural resources is something I fully understand. It
would be my honor and privilege to serve the citizens of Collier County and assist the Commissioners
in helping achieve this balance through participation on the EAB.

field assistants. Primary research areas were: 1) Lab and greenhouse studies to determine feasibility
of using spoil materials instead of native soils for mine reclamation and evaluation of revegetation
species; (2) Examination of coal fly ash as a liming agent - development of rate guidelines for State,
assess effects on plant, soil, and water elemental composition particularly with regard to heavy metals;
(3) Fertility and forage production studies for bauxite mine reclamation; (4) Subsurface transport/fate
studies for organic and inorganic compounds. As research assistant during masters program (9/78 to

Description of corn root system development in the field - examine soil and water relationships to root
growth and nutrient and water uptake - root growth models; (2) Test effects of prototype
anti-transpirant plant growth regulator on corn yield and root morphology/function; (3) Examine

Board. I strongly believe that my broad and diverse background would make me an
excellent board member. I obtained my degree in Biology from the University of South
Florida Tampa,Florida. I have been employed as a Biologist at South and Southwest
Florida Water Management Districts, Collier County Development Services and now as
owner of an environmental consulting firm. At Collier County Development Services,
Compliance Division, I gained an understanding and knowledge of Collier County Codes
and Ordinances and even assisting with writing several environmental ordinances for the
Collier County Land Development Code.
As previously mentioned I currently own and operate Collier Environmental
Consultants. This experience has taught me to understand and balance the Environmental
Laws that governs my business, with those of our clients needs. My balance, having

RE: Environmental Advisory Board (EAB)
Staff has reviewed the five applicants for the open positions
for the EAB and finds that they are all well qualified
and appear to be equally good candidates to fill the two
vacancies. Paul Hinchcliff and Michael Saadeh both wish to
apply for a second term and the EAB supports that.
The following is a summary of the candidates for the
positions:
Paul Hinchcliff: BS in Natural Resource Management.
Has 10 years experience in biological
research, environmental education and
environmental policy in S.W. Florida. Has
served four years on the EAB and would
like to be re-appointed.
Michael Saadeh: MS in Engineering Management.
Has 3 years experience as President/ CEO
at the Vineyards. Has served four years
on the EAB and would like to be
re-appointed.
Marco A. Espinar BS in Biology.
Has 6 years experience in environmental
permitting, planning and compliance in
S.W. Florida. Currently owns environmental
Consulting firm in Naples.

While convened in regular session on September 24, 1996, the Board of County Commissioners
voted to appoint you as a regular member on the above-referenced advisory committee. Your
appointment will expire on September 30, 1998, or at such time as the Board re-appoints you or
appoints your successor.
As with any advisory group, the primary purpose is to assist and advise the Board of County
Commissioners. By law, however, the ultimate decisions rest with the Commission. At times,
the Commission's decisions may not reflect the recommendation of the advisory group because
many facts must be taken into consideration.
Section 112.3145 of the Florida Statutes requires that you file a Form 1, Statement of Financial
Interests, within 30 days of your appointment with the Supervisor of Elections office in the
county in which you permanently reside. In Collier County, the Supervisor of Elections office is
located on the first floor of Building F in the County Government Complex, 3301 Tamiami Trail
East,Naples, Florida 33962. A copy of the Form 1 is enclosed for this purpose, as well as a copy
of the appropriate section from the Guide to the Sunshine Amendment and Code of Ethics.
