I would like to apply for the vacant position on the Environmental Advisory Board. My qualifications
appear to be in line with the needs of the committee.
I am a native of Naples who takes an active interest in the development of Collier County. I have seen
the vast changes in Naples throughout the past twenty years. The Environmental Advisory Board does an
excellent job for the community and I would like to become a part of this beneficial organization.
My position as a Project Engineer with Wilson,Miller,Barton,and Peek,Inc.has helped me to become
well versed in the area of land use planning. I work daily with the permitting,zoning and development
of land in Collier County. In addition,my graduate coursework was in the area of hazardous waste
management and pollution control. I currently hold OSHA certification for the 40 hour HAZWOPER
ranking. This training enables me to lead a team in a hazardous material emergency spill situation.
I am always looking for ways to participate in community development and this opportunity sounds like
an excellent match for my background and experience.

( In response to the notice published in the Naples Daily News today, I herewith submit

Environmental Advisory Board. I have been involved in all types of environmental issues
since 1965. Activity has been mainly in the area of resolving industrial and municipal
waste disposal problems ( air, water, solid waste) with particular emphasis on

continual interaction with the EPA, State and County regulatory agencies in negotiating

Am a semi-retired Chemical, Metallurgical and Environmental Engineer
with over 50 years of interdisciplinary engineering planning and
operational experience in the technical areas listed below. Also have
several years experience as a University professor and industrial
instructor teaching chemistry, hydro-metallurgy, mineral beneficiation
and environmental engineering(see specifics below).
Managerial experience includes heading a large industrial chemical
laboratory, being Research Director for a large mining company,vice-
president and chief engineer for a new environmental equipment
company and President of my own engineering consulting group.
Experience in related fields includes water management, industrial and
municipal waste water treatment,solid waste management, preparation
of environmental feasibility studies and permit applications (air, water,
solid waste, noise, radiation).
Technical writing experience includes the preparation of over twenty
technical papers on a wide variety of subjects for presentation at
national engineering society meetings and for journal publication.Also
have experience with the preparation of technical brochures and plant
operating manuals. Have written and obtained over 15 U.S. patents in my
name for various technical developments. Have ability to use computer

Iron Mountain Mines, Inc., Sacramento, Ca. - Chief Environmental and
Metallurgical Engineer, 1985 -1987. Designed and pilot plant tested a new solution
mining process for the complete and economical recovery of all metals from acid
mine drainage at one of the worst EPA Superfund sites. Conducted extensive
permitting conferences with EPA Regional IX office and the California water
regulatory agencies and their consultants. Wrote several environmental and process
reports.
Davy McKee Corporation, San Ramon, Ca. Senior Staff Engineer( Environmental
and Process ) - 1978 - 1985 Was the principal environmental engineer for one of
the world's foremost mining and metallurgical construction companies. Duties
consisted of providing environmental engineering input to all types of new
construction projects (mineral processing plants and smelters) and preparing
environmental impact reports and all types of permit applications. Duties also
included process design work and preparation of feasibility studies.
Cyprus Metallurgical Process Corporation,Tucson,Az. - Research Director- 1976
-1978. Directed the laboratory and pilot plant development and the demonstration
plant operation for a new chloride hydrometallurgical process for recovering
copper from sulfide ores ( to replace smelters). Duties included supervision of the
R& D and analytical laboratories; the direction of process engineers and plant
foremen; and the preparation of periodic technical progress reports and patent
applications.
Metek,Inc. Lemont,Pa. - President - 1970 - 1976. Head of group of
engineering consultants which developed designs and operating procedures for scrap
gold, silver, tungsten and manganese recovery plants; waste water treatment
facilities; and regional municipal solid waste recovery and recycling systems.
Prepared several regional pollution study reports( Central Pennsylvania ).
Conducted the initial laboratory development work for a new micro-bubble flotation
process for the treatment of industrial waste waters. Did field studies on new
methods for egg and fruit wash waters; laundry and electroplating waste waters;
and car wash waters. Also developed a new low cost fuel from waste oil to replace
natural gas.
Pennsylvania State University - Associate Professor of Mineral Preparation
Engineering - 1964 - 1969. Taught graduate and undergraduate courses in
hydrometallurgy, process plant design, mineral processing,and mining waste water
and solid waste treatment and disposal.Also obtained and directed several grants for
graduate studies in the fields of mining and municipal waste treatment and
recycling.

Wayne,N.J. - Assistant Chief Metallurgist - 1951 - 1964.
Duties consisted primarily of assisting in the development of new processes and
products for the mining industry at the Stamford Research Laboratories, then
testing these new products in operating mines and mineral processing plants.
This involved the planning of remote R&D operations and the training and
supervision of field engineers during field trials on an international scale.Obtained
many patents in the fields of uranium and vanadium metallurgy and for improved
methods of mine roof support using resin-grouted roof bolts.

Board. I strongly believe that my broad and diverse background would make me an
excellent board member. I obtained my degree in Biology from the University of South
Florida, Tampa, Florida. I have been employed as a Biologist at South and Southwest
Florida Water Management Districts, Collier County Development Services and now as
owner of an environmental consulting firm. At Collier County Development Services,
Compliance Division, I gained an understanding and knowledge of Collier County Codes
and Ordinances and even assisted with writing several environmental ordinances for the
Collier County Land Development Code.
As previously mentioned, I currently own and operate Collier Environmental
Consultants. This experience has taught me to understand and balance the Environmental
Laws that govern my business, with those of our client's needs. My balance, having
experienced both as regulator and regulated, will give me an objective and unbiased
viewpoint while conducting my responsibilities as a Board Member on the Environmental

investment. He graduated from the University of South Florida in 1974 with a Bachelor
of Arts Degree in Science. He completed graduate work in business administration at the

Please allow me to serve Collier County as an Advisory Board menber.
There are so many challenges ahead between Real Estate Development, and
Environmental Preservation. To risk NOT seeking Balance between those Jery
divergent energies is only to invite economic disaster.
Disaster for both Developers and Environmentalists, for it is local
prosperity that fuels the engines for those humans positioned in those "camps".
To deny human economic growth is hardly realistic in SW Florida. But to
ravage all future possibility of environmental enjoyment is equally foolish.
My thinking is Growth must( ! ) coexist with Preservation! Ibis, frau a 'GREEN"!
I say that, having had a childhood in the Bronx, which was a wei:land
wilderness only 100-years ago! Seen it lately? My career as an Architectural
Designer/Residential Contractor, in 2-Decades of Florida "Boomtowns", has
put me foremost in the Construction Industry in those Places. Many AREi ! )
unquestionably sprawling, inhuman suburbias. The paradox is my College Degree
is in Environmental Studies, learning a Basic Truth. That is, understar.ding
Ecology guarantees the creation of better Places to live. Simple!
Another Truth is that Designers/Builders/Developers, would becone
Environmentalists, too, once educated in the necessity of creating Ecologically-
balanced Communities. To not, is to "curse" their very offspring with the
"human madness" (and lousy resale values! ) that "Sprawl" manifests. That's
a "lousy Return-on-Investment".
As a native NDrth Italian, Sustainable Development is practically
gene-encoded in my nature. Every day, that personal nature allows me tc
create built-structures of substance. But I never forget the organic garden
required therein, or the tropical fruit trees, or native plants, or wildlife
habitats. Without all the complex environmental requirements for a nurt.iring
Home and Community (including =mantic aesthetics, and affordability! ) nappy,
healthy Humans cannot thrive therein. And if they can't, then the resulting
unhappy ones will rejoice in ravishing the remaining Flora and Fauna. Lading
to a Social welfare/Sheriff Dept. 's demanding more funding to curtail crime.
Is there any wonder which scenerio sustains the highest Property
values? The greatest Good for the greatest human population? Balance! Aid
healthy, diverse dialogue is the mechanism to get us there, between good
Men and Waren who only seek becoming "their Best". With that, local Nature
can't lose entirely. Public Dialogue is a stategy I'd strongly advocate
As others. Please, kindly review my background data in your
determination. Be assured, I've no hidden Agenda or "axe-to-grind". Just;
someone who intimately understands the vocabulary and Ethics of both "c<<mps".

not be with the service of the design and planning professionals who have come to irnagi le their
function as one of specifying the nature of hardware they imagine that we, in are desperat on,
have called for . . .
We don't need hardware. What we need is . . .to get together. It is not a Iack of pace,
but our apartness that keeps us without a place.
The problem cannot be solved by design, but only by a thousand individual acts of will.
We are going to have to turn off the TV, get off our butts, walk out of our air conditioned condos
and . . . hang around. Soon we'lI be joined by others. When we start to talk, we'll have bcz un

The EAB reviewed the six applicants, for the two open positions on
the EAB, during their regular meeting on October 1, 1997 . After
discussion regarding the EAB ordinance and member qualifications,
the following motion was made and approved by a 5-2 vote:
The EAB recommends to the Board of County Commissioners that no
applicants from this pool be appointed to the EAB. The motion
included a request that the County re-advertise for the positions
and asked that Staff contact the applicants that had submitted
resumes for the last vacancy. The Board felt that there were
better qualified applicants to chose from in that pool. (The EAB
would like to be able to recommend two applicants that are more
qualified than these applicants and who can demonstrate the
necessary expertise)

Dear Mr. Espinar:
While convened in regular session on July 22, 1997, the Board of County Commissioners voted
to appoint you as a regular member on the above-referenced advisory committee. Your
appointment will expire on September 30, 1998, or at such time as the Board re-appoints you or
appoints your successor.
As with any advisory group, the primary purpose is to assist and advise the Board of County
Commissioners. By law, however, the ultimate decisions rest with the Commission. At times,
the Commission's decisions may not reflect the recommendation of the advisory group because
many facts must be taken into consideration.
Section 112.3145 of the Florida Statutes requires that you file a Form 1, Statement of Financial
Interests, within 30 days of your appointment with the Supervisor of Elections office in the
county in which you permanently reside. In Collier County,the Supervisor of Elections office is
located on the first floor of Building F in the County Government Complex, 3301 Tamiami Trail
East, Naples, Florida 33962. A copy of the Form 1 is enclosed for this purpose, as well as a copy
of the appropriate section from the Guide to the Sunshine Amendment and Code of Ethics.
By copy of this letter, we are requesting Barbara Burgeson to provide you with any additional
information you will need as a member of this committee.
