Re: Your Request for an Attorney at All EAB Meetings
Dear Mr. Saadeh:
In response to your letter to me requesting that an
assistant county attorney attend all future Environmental
Advisory Board (EAB) meetings, this is to advise you that Heidi
Ashton, Assistant County Attorney, will be attending those
meetings in accordance with the EAB's request. Obviously, a
great deal of attorney time is dedicated toward the various
advisory and quasi-judicial boards that assist the Board of
County Commissioners in carrying out County functions.
However, on those occasions when it is specifically represented
to me by the advisory board that such attendance is necessary
for the board to effectively carry out its functions, I will
assign an attorney on a regular basis.
Ms. Ashton has informed me that the next EAB meeting
scheduled for Wednesday, October 5, 1994 is on her calendar and
that she will thereafter attend the monthly meetings in the
commission chambers.

Dear Mr. Hinchcliff:
During the Spring of 1993 WCN Communities, Inc. invited the EAB members to tour
Pelican Marsh. At that time, there was no development and we were proposing a major
restoration and enhancement program of the 133 acre Cocohatchee Strand. Since that
time, the majority of the work on The Strand has been completed.
The Pelican Marsh Planned Unit Development for 1087 acres was approved in May of
1993. Since that date, WCN Communities has completed plans for our remaining acreage.
The amended Pelican Marsh PUD is expected to be on your agenda in December.
I would like to invite any interested EAB member to join me for a tour of Pelican Marsh
on Tuesday,November 29th at 10:00 am, meeting at the Pelican Marsh Club (enter from
U.S. 41 at 99th Avenue, the Club is the first left - approximately 1/3 mile). Please let my
secretary Eddie (947-2600 x. 261) know if you'll be attending so we can arrange for
appropriate vehicles.

Dear Commissioners:
With this letter I wish to formally apply for the vacant
position on the Environmental Advisory Board. I am a permanent
Collier County resident who is very interested in the careful
consideration of all the kinds of issues which come before the EAB.
My professional training is in the business of the arts, but I have
spent considerable time studying various aspects of communities in
their environments. This includes coursework in Constitutional
law, .environmental biology, and statistics, plus personal research
into many facets of solid waste management. Locally, I have had a
regular relationship with the County's Environmental Services
staff, in particular personnel in the Solid Waste Department, and
some in the Natural Resources Department. `herefore, I feel
familiar with/how some of the County's environmental policies are
implemented. Since November, 1992 I have been active with the
Collier County Citizens' Committee on Recycling, working especially
to help the County meet its state mandated recycling goals.
I am confident that I would offer an informed and balanced
perspective to the deliberations of the EAB, and I would be happy
to help serve my community. Thank you for considering my

member of the County's Environmental Advisory Board. I would like to volunteer my knowledge and
experience as an environmental consultant and resident of Collier County to the EAB.
My professional experience as an environmental specialist working in Collier and surrounding counties
spans 5 years. I currently work in the Environmental Department at Wilson, Miller, Barton & Peek, Inc.
where I focus on a wide range of environmental planning, permitting, management, and mitigation
issues. My experience and educational background have provided me with an in-depth knowledge of
a variety of environmental topics including wetlands, unique uplands, protected plant and animal
species, ground and surface water hydrology and water quality, land management, hazardous/toxic
wastes and remediation, and ecosystems assessment. I am quite familiar with the County's
Comprehensive Plan, the Land Development Code, and various County ordinances related to the
environment. I have also participated in numerous projects of the type heard by the EAB such as
rezones, PDAs and DRIs, SMPs and PUDs,and formerly served on Lee County's environmental advisory
committee. In addition, I have conducted numerous environmental impact assessments for both
private and public projects.
The delicate balance between the need for continued growth and economic development in the
community while maintaining the integrity of our natural resources is something I fully understand.
It would be my honor and privilege to serve the citizens of Collier County and assist the Commissioners
in helping achieve this balance through participation on the EAB.
