openings for the Environmental Advisory Board (EAB) .
Attached is a resume.
I should be accepted for EAB for the following reasons:
1 . I have already been actively involved with EPTAB and
as a citizen have provided input on the Coastal Zone
Management Plan, Habitat Protection Ordinance and Natural
Resource Protection Areas. The resulting ordinances will
impact the LDC and thus the EAB.
2. I have participated in the current round of
amendments to the Land Development Code and thus have a
working knowledge of the LDC.
3. As a retired executive from the telephone industry,
I have extensive experience in organizing , planning and
dealing with complex issues.
4. As a young retiree, I have three precious
attributes: time, energy and objectivity. I can devote the
necessary time and I am not employed by either the
environmental community or the development community .

This research determined how well three deer species were surviving
habitat losses and increased exploitation pressures on coastal marshes and

National Science Foundation, Suriname Forest Service, University of
Georgia, and World Wildlife Fund.

Objectives: STINASU (the national park and wildlife service of Suriname, South
America) requested that the Univ. of GA determine whether the survival of
Suriname's three deer species were threatened by human activities, and to provide
management recommendations.
Responsibilities:
70% Conduct Research into the basic biology, food habits, genetic relationships and
management implications of three deer species (this was the first research ever
conducted in Suriname on these species). The project relied on the assistance of
sportsmen and native subsistence hunters from widely diverse backgrounds, many
of whom did not speak English, and many who did not trust the concept of
research. Difficult and isolated conditions requried me to employ a very flexible
research design. My wife and I lived in Suriname for two years.

Collier County. I feel my formal education coupled with my
consulting engineering experience and my familiarity with
Collier County (24 years residency in Immokalee and Naples)

planned agricultural development located in Collier and
Hendry Counties--The first of its kind in the State of
Florida; Summerland Grove Development, a 5100 acre citrus
development in eastern Collier County; Ranch One Grove
Development, a 6103 acre citrus development in eastern
Collier County and several other agricultural developments
in Southwest Florida.
Mr. Wilkison has also served as the lead professional,
project engineer, and county liaison on many land
development projects in Collier County. He has been
responsible for the engineering and permitting approvals of
the Cays Phase 2, a 380 unit mixed-use development at Port
of the Islands; Bayshore Lake Estates, a 79 lot single

Dear Ms. Filson:
As a resident and registered voter of Collier County, I submit my
resume for a position on the Environmental Advisory Board (EAB) .
Shortly after settling in Naples in early April, I began
acquainting myself with the Growth Management Plan and the Land
Development Code. I have also sought out staff to further
(- explain issues and policies. I have presented testimony during
public hearings on the Coastal Zone Management Plan and on
changes to the Land Development Code.
I do have a background in community issues and I have extensive
experience dealing with governmental agencies. Although I do not
have formal training in the technical areas outlined in the
vacancy announcement, I do represent an important group of
citizens keenly interested in balancing environmental concerns

My name is Michael D. Kelly and I would like to be considered
for appointment to an opening on the Environmental Advisory
Board. I am a Marco Island resident having moved here
permanently in Jan. 1991 . I believe I have a lot to contribute
to Collier County. My background includes chemical sales for
twenty years to waste water and water treatment plants . I am
knowledgeable in pollution control and disposal of hazardous
waste. I owned and operated a company in the Boston area for
seventeen years that worked as a subcontractor for the largest
environmental clean up company in New England. I sold the
business in 1991 and now am in the process of building an auto
service center in Collier County. I am very familiar with the
Land Development Code having gone through two planned unit
developments and a site development plan. I have attended all
the public hearings with the CCPC and BCC on the glitch
amendment. I-was-active in my home town with the Kiwanis Club
and was an elected official of the local school committee.
I believe that I have the qualifications to make intelligent
decisions for the residents of Collier County. Thank you for

The Collier County Board of Commissioners is seeking applications
for positions on several advisory committees.
The Homeless Advisory Committee has one vacancy due to a
resignation. This 9 member committee coordinates with the private
sector agencies which presently exist to aid the homeless in Collier
County. This term will expire on May 15, 1995.
The Isles of Capri Fire Control District Advisory Committee has one
vacancy due to a resignation. This 5 member committee advises the
Board on the budget and operation of the Isles of Capri Fire Control
District. Terms are 2 years and members must reside within the
boundaries of the Isle of Capri Municipal Fire Services Taxing
District. This term will expire on December 31, 1993 .
The Ochopee Fire Control District Advisory Committee has 1 vacancy
representing the Chokoloskee area. This 5 member committee advises
the Board on the budget and operation of the Ochopee Fire Control
District. Terms are 2 years and members must reside in the taxing
district. The term will expire on December 31, 1992 .
The Children's Services Council of Collier County is seeking
applications from the child advocates within the community who wish
to serve on the council. The term is 4 years and members must be
residents of the county for the previous 24-month period. Citizens

The Immokalee Beautification MSTU Advisory Committee has 3 terms
expiring on September 23, 1992 , and 1 vacancy to fulfill the
remainder of the present term. This 5 member committee advises the
Board of County Commissioners on the budget and related matters
pertaining to the beautification taxing district. Members must be
residents of the Immokalee Beautification Taxing District. Terms
are 4 years. Three terms will expire on September 23 , 1996, and 1
term will expire on September 23 , 1995.
The Environmental Policy Technical Advisory Board has 3 terms
expiring on September 30, 1992 . This 11 member committee advises
and assists the county in the development and implementation of the
County Environmental Resources Management Program. Members shall
demonstrate evidence of expertise in one or more of the following
areas related to environmental protection and natural resources
management: Air Quality, Biology (including any of the
sub-disciplines such as botany, ecology, zoology, etc. ) , Coastal
Processes, Estuarine processes, Hazardous Waste, Hydrogeology,
Hydrology, Hydraulics, Land Use Law, Land Use Planning, Pollution
Control, Solid Waste, Stormwater Management, Water Resources,
Wildlife Management, or other representative areas deemed
appropriate by the Board such as, but not limited to, a
representative of the development community. Terms are 4 years.
The Environmental Advisory Board has 2 terms expiring on September
30, 1992 . This 7 member committee acts in an advisory capacity to
the Board in matters dealing with the review and evaluation of
specific zoning and development petitions and their impact on the
regulation, control, management, use or exploitation of any or all
natural resources of or within Collier County. Members shall
demonstrate evidence of expertise in one or more of the following
areas related to environmental protection and natural resources
management: Air Quality, Biology (including any of the
sub-disciplines such as botany, ecology, zoology, etc. ) , Coastal
Processes, Estuarine Processes. Hazardous Waste, Hydrogeology,

The Affordable Housing Commission has 2 terms expiring on October 1,
1992 . This 9 member committee monitors the implementation of the
Affordable Housing Task Force's recommendations, and the goals,
objectives, and policies of the Housing Elements of the County's
Growth Management Plan and the City' s Comprehensive Plan. Terms are
3 years.
The Collier County Planning Commission has 3 terms expiring on
October 1, 1992 . Two terms represent District 2 (North Naples and
parts of Golden Gate Estates) and 1 term representing District 5
(Immokalee, Everglades City and parts of Golden Gate Estates) . This
9 member committee assists in the formulation and review of the
comprehensive land use plan, zoning ordinance and amendments to
both, and then submits their recommendations to the Board for final
decision. Members are required to file a Form 1, Statement of
Financial Interest each year with the Supervisor of Elections.
Terms are 4 years.
The Historic/Archaeological Preservation Board has 2 terms expiring
on October 1, 1992, representing the categories of History and
Architecture. This 7 member committee is vested with the power,
authority, and jurisdiction to designate, regulate, and administer
historical and archaeological resources in Collier County, under the
direct jurisdiction and control of the Board of County
Commissioners. Members must file a Form 1, Statement of Financial
Interest each year with the Supervisor of Elections. Terms are 3
years.
The Golden Gate Parkway Beautification Advisory Committee has a
vacancy due to a resignation representing Precinct #624 (old #120) .
The appointment would be to fulfill the remainder of the vacant term
and will expire on October 6, 1994 . This 5 member committee assists
the Board of County Commissioners in handling the matters pertaining
to the taxing district which was formed for the purpose of
beautification and maintenance of Golden Gate Parkway between Santa
Barbara and C.R. 951. Terms are 4 years.
Members of the advisory committees must be residents and electors of
