1994 Upcoming EAC Vacancies MEMORANDUM TO: Earlene Weber Barbara Burgeson FROM: Bob Mulhere, Acting Current Planning Manager DATE: June 1, 1994 RE: Upcoming EAB vacancies Attached is a copy of the resolution setting policy for advisory board recommendations. As I read it, since the EAB is not considered quasi-judicial, the BCC will entertain recommendations from the seated members of the EAB. Staff will not make a recommendation to the EAB. There are two upcoming vacancies, Pat Neale's seat and George Hermanson's seat. Their terms expire September 1, 1994. Pat is not eligible for re-appointment unless there is a minimal response by qualified candidates, in which case the Board could consider Mr. Neale for another term. I have spoken with Sue Filson, who explained the following procedure to me. Two months prior to the expiration of these terms, Sue will notify the Board members of the fact that their terms are expiring. Additionally, at this time she will issue a press release to secure resumes from persons interested in filing these vacancies. I believe the drop dead date for consideration of appointment is forty-one days prior to the the expiration date. AT this point, Sue will forward copies of all the resumes and back up data to the staff liaison for the Board (that's you, Barbara) . This is intended to allow for sufficient time to send this information to the seated Board members for their consideration. I have attached a matrix which Wayne used when sending information on candidates for appointment to the CCPC. I do not object to your using a similar format as a reference resource for the EAB, but we are constrained from making a recommendation as has been the case in the past. Please keep Tom Kuck, as well as myself, informed on this issue as it unfolds. cc: Wayne Arnold, Acting Site Development Review Director Dick Clark, Acting Community Development Director RESOLUTION NO. 94-136 A RESOLUTION ADOPTING A FORMAL POLICY ESTABLISHING GUIDELINES FOR RECEIVING RECOMMENDATIONS FOR APPOINTMENT OF MEMBERS TO ADVISORY COMMITTEES AND QUASI-JUDICIAL BOARDS. WHEREAS, the Board Of County Commissioners has established various advisory boards and quasi-judicial boards to assist in various facets of county business and functions; and WHEREAS, members are appointed to the various advisory committees and quasi-judicial boards by Resolution of the Board of County Commissioners; and WHEREAS, the Board wishes to establish a policy and set forth guidelines regarding the recommendation process for membership on advisory committees and quasi-judicial boards. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF COLLIER COUNTY, FLORIDA, that the following guidelines are hereby established for Board of County Commissioners receipt and acceptance of recommendations from the various advisory committees and quasi-judicial boards for appointment of members to such committees or boards : 1) Recommendations will be accepted by the Board of County Commissioners for appointments or reappointments for vacancies on advisory committees from the current membership of the committee. An advisory committee shall be allocated 41 days after notification from the Board office to submit in writing their recommendations to the Board of County Commissioners for the appointment or reappointment of members to such committee. 2) The County Staff is to review and categorize the applicants in areas of expertise and assure that the applicants possess the minimum position requirements for the appointment they are seeking. 3) The following Boards are included in the category of Quasi-Judicial Boards and no recommendations will be accepted or considered from such boards regarding appointments or reappointments for vacancies on such Boards: a. Board Of Building Adjustments and Appeals b. Collier County Code Enforcement Board c. Contractor's Licensing Board d. Public Vehicle Advisory Committee This Resolution adopted after motion, second and majority vote.
