COORDINATING COUNCIL MEETING
Naples, Florida, October 12, 2017
LET IT BE REMEMBERED the Public Safety Coordinating Council in and for the County
of Collier, having conducted business herein, met on this date at 12:00 PM in the County
Managers Office Conference Room, 2nd Floor of Building "F" of the Collier County
Government Complex, Naples, Florida with the following members present:

I. Introduction
A. Call to Order—Commissioner Bill McDaniel
Commissioner McDaniel called the meeting to order at 12:00pm
II. Old Business
A. Review and Approval of Meeting Minutes from March 20,2017
Mr. Russell moved to approve the minutes of the March 20, 2017 meeting as presented. Second by
Mr. Paterno. Carried unanimously 8—0.
B. Update on the Jail Master Plan—AECOM Presentation
Staff provided the "CCNA Solicitation 16-6597 Jail Master Plan Task 5 Final Report-AECOM,
October 5, 2017" for information purposes. Provided an update on the plan noting:
• A majority of inmates housed by the County are released back into society after serving
their sentences.
• The concept is to develop a transitional jail facility designed to release inmates into
society in a more productive manner and reducing their chance for re-incarceration.
• The plan recommends a facility be constructed based on the demand of the program.
• For the time being, the County intends to utilize the work release area of the jail to
administer the program.
• The plan will be presented to the Board of County Commissioners (BCC) in November
and returned to the Council for final recommendations at a meeting in early 2018.
• Any recommendations developed by the Council would be forwarded to the BCC in an
effort to initiate funding activities for the FY19 budget.
C. Update on Tablet Program for Inmates
Chief Roberts reported the program is still being developed and anticipates it to be activated in 6—
9 months.
III. New Business
A. Discussion Regarding Regional Children's Behavior Health and Coordinated Treatment—
Commissioner McDaniel
Mr. Ellis provided the "Regional Southwest Children's Behavioral Network, Draft#3, July 2017
(Rev. 8/2/17)" for information purposes. He noted:
• The existing children's mental health system is under funded and has minimal coordination
of services.
• The network is an organization which designs and delivers a coordinated system of care and
support for children and their families with emotional and mental health challenges.
• Their goals include:
• Eliminate a fragmented system, reduce recidivism and hospitalization needs,
consolidate area resources, unify funding approaches and reduce need for higher cost
services such as juvenile justice, Foster Care, etc.
• Establish a behavioral health system via psychologists integrated throughout the
medical and educational systems available to children in coordination with secondary
and tertiary behavioral/mental health system.

• Provide one regional inpatient center and multiple outpatient facilities with care
provided under child psychiatrists working with psychologists and/or licensed Mental
Health Professionals.
• The construction of a permanent facility is approximately 4— 5 years in the future.
• Stakeholders include the school systems, law enforcement agencies, the judicial system,
pediatricians, legislators, mental health administrators, etc.
Commissioner McDaniel reported a stakeholder as approached him and expressed concern the
mental health program is voluntary not mandatory and potentially the individuals are not fully vetted
and subsequently continual monitored by the court system while the individual is under their
jurisdiction.
Those present indicated there is a system in place that addresses the concerns.
Commissioner McDaniel noted he will research the issue including clarifying the stakeholder
concerns and report back to the Council at a later date.
Discussion occurred on the medical marijuana legislation with Commissioner McDaniel reporting he
is determining any available funding available through tax revenue garnered from the operation to
assist in addressing issues of interest to the Council.
B. Presentation/Discussion Regarding, "A Court Date Notification Program"—Katrina Bouza,
Inmate Services Bureau Manager
Ms. Souza presented the "PowerPoint "Public Safety Coordinating Council Collier County Jail
October 12, 2017" for information purposes noting:
• Staff is proposing to initiate a program to reduce an individual's probability of"failing to
appear (FTA)."
• The Collier County Sheriff's Office has 1,516 active Failure to appear warrants which
include charges of 463 felonies, 1050 misdemeanors.
• The problem is growing as in 2014 749 FTA warrants, in 2015 850 FTA warrants and in
2016 904 FTA warrants were issued by the Court.
• Research indicates a coordinated program can significantly reduce the likelihood of the
problem and substantially reduce costs to the Court system. The studies show in Jefferson
County, Colorado in 2012, live caller reminders reduced FTA rate by 43%; in Los Angeles
in 2013 an automated system reduced the FTA rate by 74% for citation related court
appearances; in 2016 Study in Yamhill County, Oregon, showed automated systems
produced a 97% successful court appearance rate.
• The system would be administered by Appriss, interface with the Clerk of Court and would
include phone, email,text and TTY for the hearing impaired.
• The cost for the system is a one-time start-up development fee of$18,150 and an annual
operation fee - $20,000. The pricing is based on approximately 11,000 cases per year.
• The proposal will require a determination on the funding opportunities (County Clerk and/or
Collier County).
She queried if the Council would support the Collier County Jail working with the Clerk of Court to
implement the Appriss Court Date Reminder Program in Collier County?
The Council noted the program should include performance tracking data for periodic review by
those interested parties.

Mr. Russell moved for the Public Safety Coordinating Council to support the Collier County Jail
working with the Clerk of Court to implement the Appriss Court Date Reminder Program in
Collier County. Second by Mr. Paterno. Carried unanimously 8—0.
C. Discussion Regarding Reinstating "GAIN" Time Opportunities for Sentenced County
Prisoners
Ms. Bouza continued the presentation of the "PowerPoint "Public Safety Coordinating Council
Collier County Jail October 12, 2017" for information purposes noting:
• Staff is proposing to re-institute an extension of the GAIN program for sentenced or non-
sentenced inmates of the Collier County Jail.
• The program currently allows an inmate 5 days per month reduction in sentence for good
behavior.
• The proposal is to reestablish a program allowed under the Statute which was previously
discontinued by the former Sheriff and those performing work related duties including
facility maintenance, food service or other work as assigned to qualify for the additional
GAIN time.
• Eligibility includes a minimum custody classification criteria with:
• No escapes within past 10 years.
• No capital or other violent crimes.
• No sex crimes.
• No holds for other agencies.
• No habitual felony offenders.
• No sale/manufacture/delivery or trafficking of drugs.
• The proposal is to address the problem of an inmates lack of incentive to work and adhere to
regulations as those in the Work Force Program are constantly fired, fail to work, violate jail
rules/regulations, end up moving to a block where they do nothing all day.
• Florida Statute 951.21 addresses Gain-time for good conduct for county prisoners; F.S.
944.28 addresses forfeiture of gain-time.
• County Ordinance Section78-27 allows the BCC, upon recommendation of the warden or
sheriff, may adopt a policy to allow for county prisoners, an extra good-time allowance for
meritorious conduct or exceptional industry. The inmate is subject to forfeiture by BCC
upon recommendation of the warden or sheriff for violations of any Federal, State, or County
law or violations of facility rules and regulations.
• There would not be an abundance of cases for the BCC to review and the item could be
placed on the "Consent Agenda" if so deemed.
She queried if the Council would support the Collier County Jail working with the BCC to develop a
system where extra gain time is implemented in the Collier County Jail?
The Council noted repeat offenders should not be eligible for the program.
The Committee reported Commissioner McDaniel and Mr. Sheffield will research the item
including any appropriate statues, County Ordinances, etc. and return the item to the Council for
consideration.
IV. Member Comments
Members reported on the high quality of service provided by the County during the hurricane event.
