EXECUTIVE SUMMARY
Recommendation to renew and approve the annual A greement between the Partnership for
Collier’s Future Economy, Inc. (“Partnership”) and Collier C ounty in continued support of
the established public-private partnership designed to advance the County’s economic
development efforts.
OBJECTIVE: To have the Board of County Commissioners (Board) approve the Fiscal
Year 2018, Agreement between Collier County, Florida and the Partnership.
CONSIDERATIONS: On September 10, 2013, Agenda Item 11.C., the Board approved the Office
of Business & Economic Development’s FY 2014 Business Plan including a goal of developing a
local economic development partnership. Since that time, staff has continued to advance that
economic development goal under the Board’s direction provided at several Board meetings. On
December 10, 2013, Item Number 10.B, the Board authorized the Agreement with the Partnership
for Collier’s Future Economy, Inc., a not-for-profit entity created by the Greater Naples Chamber of
Commerce, to develop a detailed Community and Economic Development Strategic Plan for our
community. The effort and cost sharing has resulted in the promulgation of the “Opportunity Naples
Strategy”, which was accepted by the Board on November 18, 2014, Agenda Item Number 11.
This Agreement is the progressive next step to implement that strategic plan with activities for 2018.
The specific initiatives and action plans produced as part of the Opportunity Naples Strategy
planning effort form the basis of this Agreement, the Scope of Services, and Roles and
Responsibilities of the Partnership , which further economic development in Collier County.
The deliverables are set forth in Exhibit A, Scope of Services, to the Agreement as follows:
Deliverable 1: Maintaining a minimum PARTNERSHIP staff of 1 full time employee with up to a 90
day grace period in the event of a separation occurrence.
Deliverable 2: Maintain a website that is search-engine optimized and monitor analytic reports on its
usage.
Deliverable 3: Complete 50 retention visits with Collier County businesses. Retention visits are in-
person visits to existing businesses in Collier County which assess the needs of the business and
provides the business with information about resources available.
Deliverable 4: Schedule two and attend 4 quarterly meetings with the County’s Office of Business &
Economic Development and the Southwest Florida Economic Development Alliance Inc. to review
economic development activities and project updates, and schedule a monthly telephone conference
with the Director of Collier County’s Office of Business & Economic Development.
FISCAL IMPACT: The total cost to the County for the Agreement will not exceed $100,000 in
FY 2018. Funding is appropriated for this expenditure in the approved Business and Economic
Development Division FY 2018 budget.
GROWTH MANAGEMENT IMPACT: This request is consistent with Objective 3 of the
Economic Element of the Collier County Growth Management Plan which states: “Collier County
will support programs which are designed to promote and encourage the recruitment of new industry
as well as the expansion and retention of existing industries in order to diversify the County’s

economic base.”
LEGAL CONSIDERATIONS: This item is approved for form and legality and requires a majority
vote for Board action - JAB.
RECOMMENDATION: That the Board of County Commissioners approves the Fiscal Year 2018
Agreement between the Partnership for Collier’s Future Economy, Inc. and Collier County in
continued support of the established public-private partnership designed to advance the County’s
economic development efforts.
