EXECUTIVE SUMMARY
Recommendation to approve submittal of a Request for Funding Proposal to the Collier
Healthcare Emergency Preparedness Coalition (CHEPC) for the purchase of decontamination
equipment in the amount of $27,826.40.
OBJECTIVE: To obtain equipment to decontaminate ambulances after transporting highly
contaminated patients.
CONSIDERATIONS: In 2009, EMS purchased a decontamination system that utilizes a disinfecting
mist to penetrate inaccessible areas of its ambulances. While Emergency Me dical Services has in place
rigorous sanitation procedures, every crevice of the patient compartment is not accessible and this
equipment provides the highest levels of decontamination. This system has exceeded its lifecycle and is
obsolete with parts to repair and maintain it very difficult to obtain.
On August 22, 2017 approval was received in absentia to submit a grant request to the Firehouse Subs
Foundation for a decontamination unit. The deadline for submission was September 7, 2017. This
approval was ratified by the Board on September 26, 2017. Recently notice was received from Firehouse
Subs Foundation indicating that they were unable to fund the request.
The Collier Healthcare Emergency Preparedness Coalition is tasked with promoting a forum for the
healthcare community and response agencies to interact with one another and promote emergency
preparedness. Established under the Health Planning Council of Southwest Florida, Inc. (HPCSWF), the
CHEPC is also responsible for the identification of gaps in the healthcare community and the promotion
of resolutions addressing local as well as regional needs.
Due to the number of ambulances in its fleet and the large geographic area the system covers, it is in the
County’s best interest to maintain two decontamination units. Locating one unit in a northern location in
the County and one in a southern location will afford efficiencies in the event of a contagious outbreak
throughout the County. Therefore, the Request for Funding Proposal to CHEPC is for two
decontamination units at a total cost of $27, 826.40, which if awarded, would be fully funded by CHEPC.
FISCAL IMPACT: There is no Fiscal Impact at this time. The total funds requested for this project is
$27,826.40. If awarded, staff will request Board acceptance at a future meeting.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, raises no legal
issue, and requires majority vote for approval. -JAK
GROWTH MANAGEMENT IMPACT: There is no Growth Management Impact resulting from this
action.
RECOMMENDATION: To approve the submittal of a Request for Funding Proposal to fund the
purchase of decontamination equipment for Emergency Medical Services.

PROJECT DESCRIPTION
The project encompasses the replacement of the mass decontamination equipment for Collier County EMS. The
existing equipment (Zimek) is no longer operational and has since its purchase in 2009 been discontinued. Also
lacking technical as well as maintenance support. The successful completion of this project would allow the
organization to acquire up-to-date equipment with greater portability and versatility than the one offered by their
predecessor.

REQUEST FOR FUNDING PROPOSAL

Collier County EMS is the primary provider of Advanced Life Support transport in
Collier County. The agency services an area of approximately 2025 square miles,
making contact with an average of 39,000 patients a year. During the course of a
call, equipment and vehicles come in contact with a multitude of communicable
diseases covering a wide spectrum of morbidity and mortality. The agency has in
place rigorous sanitation procedures; however, they rely in the ability of the
personnel to gain access to every crevice of the patient compartment, feat not
always feasible due the unique design of the vehicles and the patient
compartments. As a benefit to the community, the use of the Aeroclave
technology will ensure the units are thoroughly and consistently sanitized in the
aftermath of highly contagious or grossly contaminated calls, thus reducing the
likelihood of accidental cross contamination between patient transports.
Additionally, the acquisition of the Aeroclave will allow the agency to comply with
the industry standards for decontamination of ambulances in the aftermath of high
profile transport incidents such as the recent Ebola crisis, or disease processes
such as encephalopathy, tuberculosis, and measles among others. A market
research concluded that AeroClave offers the highest versatility level, portability,
and efficiency, while remaining competitive in its own market.

REQUEST FOR FUNDING PROPOSAL
ELIGIBILITY REQUIREMENTS:
• Requesting agency must have current representation in the Coalition
• Requesting agency must have a minimum of 75% representation at coalition meetings in previous 12
months. (3 of 4 meetings).
• Request must demonstrate relevance to emergency preparedness.
• Request must demonstrate direct link to CHEPC goals/gap analysis.
• If approved, purchase or project must be completed before the end of the current funding cycle.
• Agency representative must be present at the coalition meeting. If not in attendance request will be
tabled until the following quarterly meeting. If two consecutive meetings are missed after request,
the request will be denied.
