Agenda 10/24/2017 Item #16A 610/24/2017
EXECUTIVE SUMMARY
Recommendation to recognize carry forward funding for the Collier Metropolitan Planning
Organization (MPO) in the amount of $14,770.97, earned from the Fiscal Year (FY) 2016/17
Transportation Disadvantaged Planning Grant, and to authorize all related necessary budget
amendments.
OBJECTIVE: To obtain budget appropriation for prior year grant revenue, which was collected in
excess of expenditures for the MPO to continue Transportation Disadvantaged (TD) planning efforts
as allowed by the Commission for the Transportation Disadvantaged (CTD).
CONSIDERATIONS: On July 1, 2016, the MPO entered a lump sum unit reimbursable grant
agreement, (Contract Number G0C36) with the CTD to perform planning duties for FY 2016/17.
The terms of the grant contract stated that the MPO would be reimbursed upon completion of
specific tasks in lieu of actual expenses. On June 30, 2017, the agreement ended and the revenue
obtained from the grant exceeded the expenses by $14,770.97. The MPO desires to use the
remaining revenue for future TD p l a n n i n g efforts.
In order to expend the carry forward balance after grant closeout, reauthorization and transfer of
the funds into the MPO’s operating fund (Fund 128) from the MPO’s established grant project
fund is necessary. A transfer of excess funds ensures the original intent and purpose of funding is
used for TD planning activities.
FISCAL IMPACT: The remaining funding from t h e FY 2016/17 CTD grant in the amount of
$14,770.97, which currently resides in the Growth Management Department (GMD) Grant Fund
711, Project 33468.1. A budget amendment is required to transfer the funding to MPO Operating
Fund 128, TD Planning Reinvestment Project 32128. There is no requirement for matching funds.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is
approved as to form and legality, and requires majority vote for approval. -JAK
GROWTH MANAGEMENT IMPACT: This request is consistent with Collier County’s
Growth Management Plan.
RECOMMENDATION: 1) To recognize the transfer of FY 2016/17 grant revenue totaling
$14,770.97, which exceeded the MPO’s FY 2016/17 CTD planning expenses; (2) to authorize the use
of the $14,770.97 for future TD planning efforts; and, (3) to approve any related necessary bud get
amendments.
