EXECUTIVE SUMMARY
Recommendation to consider the priorities and proposed activities of a Senior Advisory Committee,
and determine if there is justification to move forward and establish an Ad Hoc committee for the
trial period of one year to make recommendations regarding the senior needs in Collier County.
OBJECTIVE: To provide more detail and information regarding the activities that the Senior Advisory
Committee would undertake, so that the Board can make an informed decision on whether to establish a
new committee of the Board.
CONSIDERATIONS: The County’s Strategic Plan contains a community expectation that the County
will address the needs of the community’s senior, disabled, working poor, veteran and indigent
populations. Additionally, the Strategic Plan also includes an expectation that it will develop an engaged
and connected citizenry. Collier County’s population that are over 65 will continue to increase in the
coming decades. Many of these individuals come from various backgrounds and have years of
professional experience that can benefit the County. The County can utilize their years of experience,
expertise, and spare time to more effectively address the needs of the growing senior community. As a
result, the County will continue to be an increasingly attractive place for individuals to relocate and age in
place. The establishment of a Senior Advisory Committee would allow for citizens to become more
engaged, and help the County identify and prioritize unmet needs.
Since the September 26th Board meeting following Board direction, staff has communicated with the
proposer and identified the following details about the committee and its activity. The committee would
be a nine-member committee whose membership would include individuals in the community who are 62
years of age or older. Members would include five representatives, one from each County Commissioner
district, and four at large representatives. If the group continues past the one-year trial period, members
would serve three year alternating terms.
During a one-year trial period, the committee would perform a facilitated Strength, Weakness,
Opportunities, and Threats (SWOT) analysis that considers the services provided to Seniors in the
community. The committee would also listen to members of the community, and analyze the results of the
community assessment being produced by the Richard M. Schulze Family Foundation and to include any
items that were overlooked in the SWOT analysis. Using their findings, a list would be developed and
prioritized to identify specific practical unmet needs that fall within the County’s purview and present
their findings to the Board. For any needs, outside of the County’s purview that are identified, the
committee should inform local organizations, or request the Board consider expanding the County’s
service.
In addition, the committee would review the annual Hurricane Preparedness Plan, Local Building Code,
the County Housing Affordability Study, Collier County Parks and Recreation annual plans, the annual
Collier Area Transit (CAT) system plans, and other plans that are applicable to provide practical
recommendations to be more inclusive of senior concerns such as safety and wellbeing. Following their
review, the committee would present their findings and recommendations to the Board. They would also
work with agency leadership to assist with implementation.
At the request of the Board, the committee would consider senior topics of interest for the Board, and
identify any relevant best practices. The committee would report their findings to the Board. If any new
areas of concern are discovered by the committee that are not already identified in the committee’s scope,
they would seek advance Board approval to research the issue and bring findings and recommendations
back to the Board.

FISCAL IMPACT: If the Board elects to proceed with the establishment of a Senior Advisory
Committee, the annual operating costs has been estimated at $11,000 and would be serviced out of the
General Fund.
GROWTH MANAGEMENT IMPACT: There are no Growth Management Impacts associated with
this Executive Summary.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, raises no legal
issues, and requires majority vote for approval. -JAK
RECOMMENDATION: To approve the one-year trial period of a Senior Advisory Committee; and
direct the County Attorney’s office to draft the appropriate documentation to establish the committee.

Collier County Senior Advisory Committee
Vision, Mission, and Priorities
VISION: To create a community in which every senior citizen can age in place and
maintain their independence for as long as they want to.
MISSION: To review County plans and provide practical recommendations to the Board
of County Commissioners to be more inclusive of senior needs, by leveraging the
expertise and experience of seniors in the community.
FOCUS: The groups focus will be related to Emergency Preparedness, Building Standards,
Housing Affordability, Recreation, and Public Transportation from a senior perspective.
The Council would be available to research and advise the Commission on the following
community issues as desired:
• Information Access and Resource Awareness – improve visibility, understanding and
access for seniors who need guidance or assistance in maintaining lifestyle continuity.
Recommend the development of communication, educational materials and information
dissemination strategies.
• Food Security and Hunger Reduction – assess the status of senior hunger and food
insecurity issues and determine the condition and availability of food and feeding
programs county-wide.
• Affordable Housing and Homelessness Prevention – discuss and report potential
private sector implementation incentives for Universal Design (UD) improvements and
additional construction of affordable housing units.
• Affordable and Accessible Health Care, Medicare and Medicaid – discuss and report
about local organizations, committees and resources that are collaboratively addressing
health care issues that impact our senior population.
• Transportation – explore possible mechanisms to further improve transportation
infrastructure and work toward better vehicle, bicycle, pedestrian and public
transportation and services for seniors county-wide.
