Survivor and Neighbor Assistance:
FEMA Registrants:
65,898 have registered with FEMA in Collier County.
$21,941,043 has been provided to the registrants in Collier
County under the Individual Assistance Program (IA)
42,000 have been referred to an Individual Housing assistance
program totaling $14,499,000. –Not Temporary Housing!
Some highlights of the assistance:
$11,464,000 has been provided in rental assistance.
$2,647,000 has been provided for emergency repair assistance.
$386,000 has been provided for essential replacements.
$381,000 has been provided for personal property replacements.
Debris Removal…
Sunday October 8th-COB Report:
334,673 Cubic yards have been collected with approx. 95 trucks.
Temporary Debris Management Sites (not for public or commercial

Resource Recovery Park (grinding operations underway)
North East Park DMS (grinding operations underway)
Everglades City DMS (Haul-out operations underway)

The following is the current criteria for debris removal:
Debris in the County right-of-way's.
Horticulture debris must be separated from construction debris and bulky
items.
Horticulture waste must be in piles and not in containers or plastic bags
Conforming piles (up to 10) will be collected by Waste Management (WMI)
Temporary Housing…
FEMA Direct Housing Mission.
By definition that FEMA/USCOE operate the entire operation from eligible
candidate to placement, to demobilization.
Privacy laws prohibit client information from being shared.
Applicant for temporary housing is only available through the FEMA
Registration Process. 1-800-621-FEMA, or www.disasterassistance.gov
Applicants for temporary housing must go through the entire application
process. In some cases this may also require an applicant to go through
the SBA loan process.
FEMA’s temporary housing is a phased process:
First evaluate commercially available MHP’s and RV parks whereby units can
be set quickly. (USCOE/NFIP) –Usually allows renters the first opportunity.
Second phase will be private property assessment. (USCOE/NFIP)
Temporary Housing Continued:
Owner occupied MH loss value must exceed $16,800 verified loss
value to be eligible for replacement.
MHU’s if provide by FEMA will be required to be elevated up to 42-58
inches, or by manufactures standards or BFE waiver.
Occupancy-MHU-6 mos. or greater.
Travel Trailer Unit. 6 mos. or less.
Current understanding:
Travel Trailers are being considered in the flood plain and “in-the-
driveway during residential repair.
256 applicants were approved as of 10/7/2017.
FEMA Housing Specialist is due to Collier EOC on 10/11/2017
Temporary Housing Mission…
Not moving forward fast-enough to meet our needs.
Request the Chair to write the FEMA Administrator and the Governor
to expedite the movement of MHU’s or Travel Trailers for
deployment in Collier County.
Allow EM to report back to the County Manager on Thursday an
update after the FEMA Housing Coordinator arrives in Collier County.
Fiscal Monitoring…
Extensive and comprehensive work being done to track all cost.
Track all cost to an event or action.
Ensure that the comprehensive FEMA Super-Circular guidance is
being followed.
New FEMA guidance and newly released actions are supplemented
by the expertise of our recovery consultants.
Excellent coordination between our damage assessment,
fiscal/procurement/insurable loss coordination and then fiscal
process moves forward to FEMA eligibility and reimbursement.
Mitigation Opportunities'…
Mitigation during recovery:
Finding ways to break the damage repair cycle, by
finding cost-effective solutions during the restoration
effort.
Staff, Local Mitigation Strategy working group,
Recovery Consultant’s, Risk Management will be
afforded certain opportunities during the
reimbursement process to re-build with supplemental
mitigation funding opportunities.
Long Range mitigation opportunities-12-36 mos.
from now will come forward as mitigation grant funds
following the disaster from FEMA become available.
Successes and Corrective
Actions…
Any and All –Emergency Management major
activities includes after-action and or “hot-wash”
efforts.
After-Action work will include a County Manager’s
Agency review, External Agencies such as: PNP’s and
Municipalities.
Will also include after-action efforts related to various
public safety disciplines and media coordination.
Our plan to have you an After Action written report for
consideration on or about November 1st for your Nov
7th work session.

I am speaking on behalf of Representative Bob Rommel, District 106, as he is in
Committee Meetings in Tallahassee.
Currently, the County is removing approximately 25,000 cubic yards of debris per
day. About 340,000 cubic yards have been picked up since September 22nd,
leaving about 3.86 Million cubic yards of debris yet to be picked up. Using that
amount as a foundation, under the current plan, we are talking about 154 days, or
31 weeks, or 7.7 months to complete the debris removal process.
The expeditious removal of the remaining debris is of paramount importance to
Naples and to Collier County. Tourism and real estate are prime sources for
Collier County's economy. Many small businesses may not survive without the
dollars that tourism and property sales bring in to the area because of the ugly
appearance and potential hazards of the remaining debris, and because access to
these businesses may be limited by the remaining debris.

Has the County considered hiring additional company even at a higher rate to
expedite debris removal? Has the County considered spending less money in
other areas and then using those monies to expedite the debris removal process
rather than raising taxes to pay for the expeditious removal of the debris?
Has the County considered using its reserves to expedite removal?
Finally, does the County have plans to update the public on the removal process?
That is, is there a plan that will show the public - on a daily basis - the progress
that is being made on the debris removal ?
