MINUTES
I. Call to Order
The meeting was called to order at 4:30 P.M. by Ms. Spencer. Attendance was called and a quorum was
established.

VI. Landscape Maintenance Report—Hannula Landscaping & Irrigation
Ms. Acevedo reported on landscape maintenance as follows:
General
• Bougainvillea and Crown of Thorns have been treated for fungus.
• Dead fronds were removed from the Paurotis Palms.
• The declining Silk Floss and Oak trees have been removed.
• Newly planted trees should be staked post hurricane season(November).

• Available inventory of Silk Floss and Alexander Palms trees approved for installation at the May
2017 meeting does not meet contractor's standards. Hannula will continue to search for product
and submit findings to McGee &Associates for approval.
• A proposal for replacement of trees damaged in a recent auto accident will be submitted.
Coronado Parkway and Hunter Boulevard
• Bougainvillea cut back to one-half their size; Firebush cut down one-quarter.
Collier Boulevard and Golden Gate Parkway
These roadways are maintained by the Collier County Road&Bridge Division.
VII. Landscape Architect's Report—McGee and Associates
A. Maintenance Reports
Mr. McGee submitted the "Landscape Observation Report: -FY 16-17, July 2017"for information
purposes and the following items were discussed:
Tropicana Boulevard
• Remove the Orchid tree and replace with a Jacaranda tree.
• Hannula Landscaping requested to count and submit a proposal for replacement of Dwarf
Fakahatchee plants.
• Recommend treatment for caterpillar activity observed on the Bougainvillea.
• Estimated water use was 110,045 gallons for June.
Coronado and Hunter Boulevard
• Hunter Boulevard: Median#1 -Proposal requested for Alexander Palm and Juniper plants
damaged by an auto accident.
• Hunter Boulevard: Median#6 -An auto accident destroyed an Oak tree; replacement
proposal requested for same size specimen.
• Hunter Boulevard: Median#10 -Alexander Palm and fourteen Big Rose damaged by an
auto accident.
• Hunter Boulevard: Median#11 —Silk Floss tree damaged by an auto accident was removed.
• June water usage registered 114,031 gallons for both roadways.
• Additional Palm fertilization locations recommended.
Sunshine Boulevard
• 18th Place SW -Recommend removing Bougainvillea damaged by an auto accident and
replanting the median with Perennial Peanut. A proposal has been requested from Hannula
Landscaping.
• Stakes supporting newly planted trees fell apart; recommend removal.
• Remove burlap from new plantings to prevent damage to the plant material in wet weather.
• Water usage was estimated at 63,241 gallons.
Collier Boulevard Part A & B
Mr. Schumacher submits McGee & Associates Landscaping Report for these County maintained
roadways to the Road and Bridge Division. Proliferation of Torpedo grass is of concern; spraying is
recommended.

VIII. Project Manager's Report
A. Monthly Budget Report
Mr. Schumacher summarized the Golden Gate MSTU Fund Budget 153 dated July 18, 2017 noting:
a. Monthly Report
• $239,344 of the $249,000 budget for FY17 Ad Valorem property taxes has been collected.
• Carry Forward funds of$474,843 (budgeted monies unspent FY16)brings Total Revenue
to $724,842 of which 480,147 is not committed.
• FY17 planned Operating Expense Budget is $363,542. Current commitments total
$143,485 and 2017 YTD expenditures total $144,286.
• Uncommitted Operating Expense funds available are $75,771.68.
• The deficit reflected under Engineering Fees, Line 13, is offset by an available balance
under Landscape Incidentals, Line 16, of$63,754.
• No new purchase orders were generated.
• Improvements General Fund of$316,700 (Line 28) is reserved to finance special projects
subject to review and approval of the County accounting office.
• Line items in red reflect invoices billed after the start of the FY17 year and will be closed
out.
• Total available balance less committed expenses totals $395,214.
Mr. Schumacher noted the requested increase in millage rate to 0.5 for FY 18 was
communicated to the Budget Office.
B. Irrigation Status
Mr. Schumacher reported as follows:
a. Status
A rain sensor and controller malfunction on Sunshine Boulevard were addressed and corrected.
b. Coronado & Hunter Design
The design plans by McGee and Associates for irrigation control system valve wiring and
conduits on Coronado Parkway and Hunter Boulevard utilizing HydroPoint controls has been
submitted by Mr. Sells to procurement for a "Request for Quote"distribution. Quotes will be
evaluated in October 2017 and the Committee will render a decision to move forward at that
time.
C. FPL Street Lights—Golden Gate Parkway
The Road& Bridge Maintenance Division referred Mr. Schumacher's inquiry regarding street lights
embedded into tree foliage to Florida Power&Light(FPL). FPL stated tree trimming around light
poles is undertaken if growth is determined to be a"safety issue." FPL will inspect the roadway to
assess the situation and report their findings to Mr. Schumacher.
D. Quotes
No new quotes are pending.
Mr. Schumacher informed the Committee Hannula Landscaping's contract expires January 2018.
An "Invitation to Bid"package will be submitted to the procurement office; the project will be
advertised to contractors and on review, in accordance with the County regulation, awarded to the
lowest qualified bidder.

IX. Old Business
A. Canal Bridge Fencing (Golden Gate Parkway)
Implementation of the Canal Bridge Fencing landscape beautification project was discussed as
follows:
• McGee &Associates provided a list of drought tolerant plants at the November 15, 2016
meeting.
• The Committee concurred the project should be undertaken in the spring of 2018.
• Hannula Landscaping noted at the request of the Committee during May 16, 2017 a proposal
would be submitted for consideration.
• McGee& Associates to provide the design and plant material count to Hannula Landscaping
who will submit the proposal to Staff
• Maintenance is the responsibility of the Road&Bridge Division and Staff will investigate if
it may be included in the Golden Gate M.S.T.0 landscape contract.
Mr. Jefferson motioned to approve the Canal Bridge Fencing beautification project on Golden Gate
Parkway at a cost Not-to-Exceed$10,000.00. Second by Mr. Haeger. Carried unanimously 4—0.
B. Santa Barbara and Golden Gate Refurbishment Status
A landscape refurbishment plan was proposed in early 2016 and a related irrigation expansion plan
in November, 2016. The overall project has been delayed while the existing irrigation components
in the vicinity are repaired and/or upgraded.
C. Canal Vegetation
Mr. Schumacher reported:
• Maintenance of weed vegetation in the canals is the responsibility of the Road Maintenance
Division.
• The canals were treated in the past three to four weeks.
• Division Staff requested future notifications if there is a specific location of concern that
needs to be addressed.
Ms. Spencer stated the Santa Barbara canal between Golden Gate Parkway and the Lake cannot be
traversed with a kayak.
Mr. Schumacher will request action to correct the issue.
X. New Business
A. General Improvements for Golden Gate City
Members submitted recommendations for Golden Gate City project for presentation to
Commissioner Saunders for his consideration.
Mr. Schumacher will compile and prioritize the suggestions and update the Committee on the status.
XI. Public/Board Comments
Ms. Acevedo noted permission is required by the County to trim the Sabal Palms on Santa Barbara as
requested by the Committee.

1. Sidewalk Connectivity, especially along major thoroughfares, is necessary to maintain
pedestrian safety.
2. Since the public boat launch was erected, additional people see GGate from the water.
I believe that both property values and perception of desirability would increase if
back yards and waterways were improved and pridefully maintained. Improving these
features in GGate is important too.
3. Over-crowding and un-zoned multi-family residences are expanding problems and must
be eliminated.

1. Complete installation of sidewalks along GGate Pkwy and in remaining business areas.
Also along roadways where walk to & from School.
2. Establish "Child Safe Zones"by requiring local merchants to provide them.
3. Encourage businesses to become involved in"Small Business Saturday"promotions for
increased sales and pedestrian traffic in the community, especially along GGate Pkwy.

1. Limit new building permits for both residential and businesses. This should generate
more green space in our already very crowded neighborhoods.
2. Increase lighting on arterials in GGate City, especially along Sunshine Boulevard.
3. Enforce code to eliminate overcrowded homes and rentals.

1. Continue sidewalks along GGate Pkwy.
2. Enforce zoning and codes along GGate Pkwy to stop local businesses from covering
their storefront windows with advertising.
3. Enforce zoning and codes throughout GGate City to stop single-family residences from
being used a 'flop houses' for numerous workers.

Advisory Committee Priorities
for Submission to Commissioner Saunders

1. Make Coronado Parkway Golden Gate's 5"Avenue. Have retail lining Coronado with 1"
floor of 3 story buildings with apartments above and consistent architecture. Have a central
gathering point with a fountain and a location for a Christmas tree. Make use of the vacant
property for parking (K-Mart Plaza and vacant lots). We need to have a venue for events
throughout the year. If there are ever any long-term plans for Fire Station 70, change the
orientation to give the trucks direct access to the parkway rather than Coronado.
2. All roads surrounding Golden Gate City are 4 lanes, Parkway, Santa Barbara, Santa Barbara
is a priority for a sidewalk on the East side) Green Blvd, and 951. Someday will all have to
be 6lanes and only at that time we can improve the walkability, drainage, medians, and
lighting.
3. The FPL Substation on 951 needs to be landscaped and somewhat hidden similar to the
substation at Livingston and the Parkway. This is something that has been overlooked for 20
years or more. I talked with a representative from FPL and they say it will be addressed in a
remodel process that is currently underway at the site.
4. Improve the assets we already have, the Community Center, on canals, and the Golf Course.
5. Connect Golden Gate Parkway straight to 39th Street with a bridge. There are many
accidents at the current bridge and residents cannot turn South on 951. Tills intersection
currently is difficult on a good day, it must be tough for residents driving rush hour.
A common complaint often heard is code violations, we have these existing codes in place that
need to be enforced. We are fortunate to have such dedicated Code Enforcement officials
working for us in the county but they need our support. Many say the current code violation
conditions would not be happening if they occurred within the Naples City limits. What can we
do to change this perception and improve the quality of life for our Golden Gate residents?
Current events with crime in the city has many concerned. People are asking me what is going on
and all I can do is refer them to the Sheriffs website.
Personally, city water isn't a priority, but if it did come to fruition it would make sense to add
sewer and fiber at same time the excavation is going on. The sewer and fiber could be connected
at a later time but at least the infrastructure would be there. Impact fees would be a deal breaker
if the residents were to be assessed twice, and what estimated amount would the impact fee be?
The additional benefit of adding these utilities would improve drainage by reshaping tl l e swales
throughout the city.
Fill dirt removed from a large-scale utility/drainage project like this can be deposited at the
Junior Deputies Camp and the Florida Sports Park who are both not for profit and part of our
history here in Collier County. Construction surrounding these properties is creating storm water
drainage problems due to the low-grade elevations at these sites.
