WHEREAS, the Collier County Community Redevelopment Agency has been advised that the Promise Zone Designation is intended to help distressed areas address the needs of its residents by bringing priority access to federal investments and technical assistance to further strategic plans, federal staff to help implement goals, and AmeriCorps VISTA members to recruit and manage volunteers and strengthen the capacity of the Promise Zone initiatives; and WHEREAS, the unincorporated, rural community of Immokalee had an average poverty rate of 43.3% for the period of 2010-2014, according to the American Community Survey; and WHEREAS, the Collier County Redevelopment Agency recognizes that residents of Immokalee and the surrounding rural area would benefit from new jobs, increased economic activity, improved education opportunities,private investment, and reduced crime: and WHEREAS,the Southwest Florida Regional Planning Council seeks to partner with Collier County, Glades County and Hendry County to apply for a Rural Promise Zone Designation to bring these benefits to southwest Florida. Background SWFRPC, Collier County (on behalf of the unincorporated Immokalee community), Glades County, and Hendry County recognize the economic distress of their rural communities which have a poverty rate of 31.2% and an unemployment rate of 15.7% and seek assistance through the USDA Rural Promise Zone Program. Together these communities have formed the Southwest Florida Promise Zone area which covers Glades County, Hendry County, and the portion of Collier County including Immokalee community and the area immediately north of Immokalee to the Hendry County border,to apply for designation as a USDA Rural Promise Zone. Each County's Board of County Commissioners unanimously passed a resolution affirming its intent to be an implementation partner, along with SWFRPC, for the purpose of applying for the Rural Promise Zone designation and implementing the Strategic Plan that is included in the application. Date and Term This MOU will become effective upon receipt of the USDA Rural Promise Zone Designation and will extend for a period of time matching the designation (estimated 10 years). This MOU may be modified over time providing all parties agree to the modifications. 1.0 Southwest Florida Regional Planning Council Responsibilities 1.1 SWFRPC will serve as the lead entity for the SFPZ and will perform the required duties of the lead entity such as working with the implementation partners to ensure the Strategic Plan is implemented and reporting on progress under the Plan. 1.2 SWFRPC will assist in the initiation of the SFPZ Program by working with the implementation partners and others to form community task forces around each goal area for the purpose of gaining additional partners and resources. The task force members will determine the specific data to be collected for their goal and the collecting members 1 16B1 if different than specified in the SFPZ Strategic Plan, along with the method for collecting and submitting the data to SWFPRC. 1.3 SWFRPC will compile the required data on each goal and submit it to USDA on a quarterly basis unless requested more frequently in a format specified by USDA. The data and reports will also be posted on SWFRPC's website. 1.4 SWFRPC will work with implementation partners as needed to facilitate the identification of new partners and/or resources and will assist with grant writing for specific goals as practical. 2.0 Mutual Responsibilities 2.1 Each party to this MOU agrees to provide staff time and other assistance as outlined in each member's individual Letter of Commitment to implement the goals of the SFPZ Strategic Plan that focus on creating jobs, enhancing economic activity, improving educational opportunities,reducing crime, and improving community infrastructure. 2.2 Each party agrees to compile data on the costs, outputs, outcomes, or any other project- specific measure for the Strategic Plan goals and projects on which it is working.
