EXECUTIVE SUMMARY
Recommendation to approve the after the fact submittal of a 2017 FTA 5339 Bus and Bus Facilities
grant application in the amount of $368,000 for the purchase and installation of electric fan cooling
systems on sixteen fixed-route vehicles.
OBJECTIVE: To obtain grant funding for the purchase and installation of electric fan cooling systems
on sixteen fixed-route vehicles.
CONSIDERATIONS: Section 5339 is a grant program administered by FDOT, and is authorized by 49
U.S.C. Section 5339 Bus and Bus Facilities Program. It provides capital funding to replace, rehabilitate,
and purchase buses, vans, and related equipment, and to construct bus-related facilities in the non-
urbanized areas.
On July 12, 2017, Collier Area Transit (CAT) received a Notification of Funding Opportunity (NOFO)
from FTA for Bus and Bus Facilities funding. If awarded, CAT will use this funding for the purchase and
installation of electric fan cooling systems on 16 fixed-route vehicles that currently have outdated
hydraulic fans on those vehicles. The new electric fan cooling systems have more up to date technology
and will increase vehicle efficiency, improve fuel economy, and lessen vehicle maintenance.
The grant requires a 20% match. Collier County has requested t he use of toll revenue credits in the
amount of $92,000 as a match for the grant.
The grant application was due August 25, 2017 during the Board’s summer recess. Collier County CMA
#5330 authorizes the County Manager to approve the submittal of grant applications with subsequent
Board of County Commissioners action at the next available Board meeting to ratify the approval as
“after the fact”. The County Manager approved the submittal of the grant application on August 23,
2017.
FISCAL IMPACT: There is no fiscal impact required at this time. If awarded, grant funding from FTA
will be $368,000 with a soft match requirement of $92,000 for a total of $460,000. A budget amendment
will be brought to the Board for approval along with a grant agreement. Col lier County has requested the
use of toll revenue credits in the amount of $92,000 as a soft match for the grant.
GROWTH MANAGEMENT IMPACT: There is no growth management impact.
LEGAL CONSIDERATIONS: The Board will have the opportunity to accept or reject the funds if the
grant is approved. Accordingly, this Office has no issue with respect to the legality of this request, which
is appropriate for Board action and requires a majority vote for Board action. -JAB

The Public Transit & Neighborhood Enhancement Division of the Public Services Department is
submitting a 2017 FTA Section 5339(b) Bus and Bus Infrastructure Program. The program
assists in financing of buses and bus facility projects, including replacing, rehabilitating,
purchasing or leasing bus or related equipment. The grant application requests $368,000 in
funding for the purchase and installation of 16 electric fan cooling systems on (16) fixed route
vehicles that currently have outdated hydraulic fan systems. The new electric fan cooling
systems have updated technology that will increase vehicle efficiency, improve fuel economy,
and lessen vehicle maintenance.
There is a 20% required match or an amount of $92,000. The County has requested the use of
toll revenue credits as a soft match to meet the requirement.
Funding was announced on July 12, 2017 with a due date of August 25, 2017. Due to the Board
summer recess schedule, staff is requesting that the County Manager approve the application
for submittal followed by after the fact approval by the Board of County Commissioners at
the September 26, 2017 BCC meeting.

Description of services provided and areas served.
'Collier Area Transit (CAT) has provided seasonal and permanent residents of Collier County in Naples Florida with an accessible mode of
:travel since February 2001. These include seven days a week of fixed route and paratransit public transit services with approximately 19
rand 20 routes respectively per system. Collier County is considered a complete brokerage system, contracting all of its operations to MV
(Transportation and Medical Transportation Management (MTM). The administration service is provided under contract to MTM and the
!vehicle operations service is provided under contract to MV Transportation using vehicles provided and owned by the County. Together
!they currently have 106 employees to run the CAT operations.
!Collier County's Fleet Division is responsible for the maintenance of all of Collier County owned transit vehicles with the operations
(vendor responsible for daily pre -trip and post -trip inspections and reporting any issues found. All of the preventive maintenance is done
�at the CAT operations facility.

Demonstration of Need
Collier Area Transit has 16 vehicles in need of replacing hydraulic fans with electric fan cooling systems. The current hydraulic system
have exceeded its useful life. The technology in the current hydraulic fans is outdated and replacing the fans would not only extend
the life of the hydraulic system but also improve the safety of the vehicle operations. The longer the vehicles operate with outdated
equipment, there is a greater chance of a vehicle fire from oil leaks that the fans could cause compound with the potential of other
safety hazards occurring. The outdated equipment would also result in increased maintenance costs to the vehicles because the age
of the equipment would require more frequent repairs. The older systems make it difficult to diagnose any problems, and it is more c
a challenge to preform the proper maintenance on the older fans, making them more difficult to maintain.
(The new electric fan cooling systems are already installed on newer model vehicles and the technology is up to date. New vehicles
(already benefit from this technology. The older hydraulic systems also tend to overheat and reduce the air flow when the vehicle is
(stopped, making it uncomfortable for passengers at times. Traffic in Naples Florida is especially heavy during the seasonal months
(October -April) making the buses stop more often and the ridership increases during the seasonal months so the vehicles stop more
frequently at bus stops to pick up additional passengers. During the summer months, temperatures are extremely hot and the
hydraulic fans reduce fuel economy as a result of the hot temperatures. Electric fan cooling systems are now the standard. The new
systems would keep our vehicles in the fleet longer than if the hydraulic systems were not replaced. The Electric fan cooling systems
luseful life is expected to be the remaining life of the buses we will be retrofitting.

Demonstration of Benefits
Replacing outdated hydraulic systems would minimize catastrophic failures. Benefits for replacing the hydraulic system include better
fuel economy, lower maintenance costs, improved safety by the elimination of hydraulic leaks or fires, and improved emissions.
Replacing the hydraulic system in vehicles would also minimize breakdowns, thus improving route on time efficiency and the overall
condition of the Collier Area Transit System. Electric cooling fans are essential in preventing overheating by optimizing air movement
across the fins of the radiator, which electric fans can often handle better than engine driven fans. Electric fans provide increased engine
:cooling and improved air conditioning cooling when the bus is idle, when it is most needed. In addition, replacing engine driven fans
canincrease vehicle horsepower and improve fuel economy as the engine drag from turning on the fan is eliminated.
Planning and Local/Regional Prioritization
This project is consistent with the following objectives and initiatives of Collier County's Transit Development Long Range Plan
Objective 2.2: Implement environmentally friendly operating procedures
Initiative 2.2.1: Explore potential to transition the fleet to alternative fuel vehicles for economic and environmental benefits.
Initiative 2.2.2 Where appropriate, consider the potential to purchase smaller vehicles to match the capacity requirements of new service
areas.
Initiative 2.2.3 Reduce fuel consumption by one percent each year, as service, new sources to power vehicles, and funding allows.
Objective 6.2: Efficiently and cost-effectively upgrade and maintain the CAT fleet.
Initiative 6.2.1: Operate a fleet of fixed -route vehicles with an average age of less than five years by 2025, as funding permits.
Initiative 6.2.2: Perform scheduled maintenance activities for all transit vehicles to keep them operable and reduce overall vehicle costs.

Collier Area Transit will request the use of toll revenue credits in the amount of $92,000 from FDOT and the request is attached in this
application.
Project Implementation Strategy
The project can be implemented as soon as funding is awarded. The County will issue an RFP and the awarded bid would need approval.
Once the bid is awarded, installation can begin. It will take about three days per bus to install the cooling system and six to eight weeks
for delivery. Systems would be fully installed within two and a half months of delivery.

Collier County is seeking funding for Electric Fan Cooling Systems in 16
(Project Description)
fixed route vehicles. The total cost for the project is $460,000 and will
be fully installed within eight months of the award date, CAT will
request toll revenue credits as match in the amount of $92,000.
Installing electric cooling systems on these vehicles will increase vehicle
efficiency, improved fuel economy, safety, and less vehicle
maintenance. The project, if awarded will be complete within one year.

The Collier MPO is pleased to provide this letter of support for Collier County's application for
the Federal Transit Administration's Buses and Bus Facilities Infrastructure Investment Program.
The MPO supports Collier County's application in the amount of $460,000 for the replacement
of outdated hydraulic systems on sixteen (16) fixed route buses with new electric fan cooling
systems.
The proposal is consistent with the Goals and Objectives in the Collier Area Transit FY 2016-
2025 Transit Development Plan Major Update and the Collier MPO's adopted 2040 Long Range
Transportation Plan. The technology in the current hydraulic fans is outdated and replacing
these fans will increase efficiency, improve fuel economy and reduce vehicle maintenance costs.
As such, the Collier MPO is in full support of the submission of this grant application.
