EXECUTIVE SUMMARY
Recommendation that the Board of County Commissioners (BCC), acting in its capacity as the
Community Redevelopment Agency (CRA), approve the attendance of two Immokalee Local
Advisory Board members at the Florida Redevelopment Association 2017 Annual Conference;
authorize payment of attendees’ registration, lodging, travel and per diem from the Immokalee
CRA Trust Fund (Fund 186) travel budget; and declare the training received as serving a valid
public purpose.
OBJECTIVE: To provide training for the Immokalee Local Redevelopment Advisory Board members.
BACKGROUND: Pursuant to Resolution No. 99-410, the Board of County Commissioners has
determined that attendance at functions or activities that are of educational, professional or tra de serves
as a valid public purpose, provided that said functions reasonably relate to Collier County matters.
Florida Statute 163.356(3)(d), “Creation of community redevelopment agency” states, “At any time after
the creation of a community redevelopment agency, the governing body of the county or municipality
may appropriate to the agency such amounts as the governing body deems necessary for the
administrative expenses and overhead of the agency…”
Florida Statute 163.387(6), “Redevelopment trust fund” states, “Moneys in the redevelopment trust fund
may be expended from time to time for purposes directly related to financing or refinancing of
redevelopment in a community redevelopment area pursuant to an approved community redevelopment
plan and administrative/overhead expenses necessary or incidental to the implementation of a community
redevelopment plan adopted by the agency.”
Collier County Ordinance 2000-42 establishes the Redevelopment Trust Fund and appoints the Board of
County Commissioners (BCC) as the governing body of the CRA and the trustees of the Redevelopment
Trust Funds.
CONSIDERATIONS: As established by Resolution 2001-98, Members of The Immokalee Local
Redevelopment Advisory Board (CRA) shall serve without compensation, but may be enti tled to
reimbursement for expenses reasonable incurred in the performance of their duties upon prior approval of
the Board of County Commissioners. Annually, the Local Advisory Board recommends the CRA Board
approve travel and training funding for any Local Redevelopment Advisory Board members desiring to
attend the Florida Redevelopment Association Annual Conference. The 2017 conference will be held
October 18 - 20, 2017 in Daytona Beach, Florida. Two Local Redevelopment Agency Advisory Board
members would like to attend. The cost is approximately $790 for registration ($395/person);
approximately $870 for lodging ($145/night/room), and approximately $45 for parking. Actual cost per
person will vary depending on group travel, mileage, per diem expenses, number of days attended and
times of departure from and return to either Naples or Immokalee.
PUBLIC PURPOSE: To expand the Immokalee Local Advisory Board members professional
development. To attend the annual conference of the Florida Redevelopment Association for training and
education about CRAs, their power and function; redevelopment programs available to CRAs toward the
elimination of slum and blight. Through attendance at conference lectures and tours, attendees will
become aware of successful programs and projects in other Florida CRAs.
FISCAL IMPACT: Sufficient budget exists within the FY 2018 Immokalee CRA Fund 186 (Travel
Professional Development) to fund the requested conference attendance.

ADVISORY BOARD RECOMMENDATION: By unanimous vote, during the meeting of the
Immokalee Local Redevelopment Advisory Board on August 16, 2017 the Advisory Board made a
recommendation to approve two board members to attend the 2017 FRA Annual Conference.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is approved as to
form and legality, and requires majority vote for approval. -JAK

LENORA BILLINGS-HARRIS

Global Speakers Federation. In 2016, she was the Cavett Award recipient, the highest honor bestowed upon professional speakers in the USA.
Before launching her business in 1986, she held management positions at two Fortune 100 companies, and managed executive development seminars
for the Graduate School of Business, University of Michigan.
AMY LIU
As vice president and director of the Metropolitan Policy Program at Brookings and the Adeline M. and Alfred I. Johnson Chair in
Urban and Metropolitan Policy, Amy Liu is a national expert on cities. She is adept at translating research and insights into action
on the ground. As director of Brookings Metro, which Liu co-founded in 1996, she pioneered the program’s signature approach
to policy and practice, which uses rigorous research to inform strategies for economic growth and opportunity. Liu has worked
directly on such strategies with scores of public and private sector leaders in regions around the country, including Chicago,
Kansas City, Phoenix, upstate New York and New Orleans.
Most recently, Liu authored Remaking Economic Development: The Markets and Civics of Continuous Growth and Prosperity,
in which she argues that city and metropolitan leaders must adopt a broader vision of economic development that can deliver economic growth,
prosperity, and inclusion for all residents. In Remaking Economic Development, Liu discusses the limitations of existing strategies, outlines five
principles that define a new model of economic development, and highlights innovations underway in cities and metropolitan areas across the
country emblematic of this broader vision.
