EXECUTIVE SUMMARY
Recommendation to reappoint five members to the Affordable Housing Advisory Committee.
OBJECTIVE: To reappoint five members to the Affordable Housing Advisory Committee to three year
terms.
CONSIDERATIONS: This committee was created by Ordinance No. 91-65, as amended, which was
repealed and replaced by Ordinance No. 2013-27. The purpose of this 11 member committee as required
and described by 420.9076 Fla. Stat. is to review policies, procedures, ordinances, land development
regulations, and the adopted local government comprehensive plan, and to recommend specific actions or
initiatives to encourage or facilitate affordable housing. The committee is required to submit a triennial
report to the Board of County Commissioners that includes recommendations on, and evaluates the
implementation of, affordable housing incentives as required by 420.9076(4) Fla. Stat. A list of the
current membership is included in the backup. Terms are three years, and membership must consist of
the following:
(a) One citizen who is actively engaged in the residential home building industry in connection with
affordable housing.
(b) One citizen who is actively engaged in the banking or mortgage banking industry in connection with
affordable housing.
(c) One citizen who is a representative of those areas of labor actively engaged in home building in
connection with affordable housing.
(d) One citizen who is actively engaged as an advocate for low-income persons in connection with
affordable housing.
(e) One citizen who is actively engaged as a for-profit provider of affordable housing.
(f) One citizen who is actively engaged as a not-for-profit provider of affordable housing.
(g) One citizen who is actively engaged as a real estate professional in connection with affordable
housing.
(h) One citizen who actively serves on the local planning agency pursuant to s. 163.3174.
(i) One citizen who resides within the jurisdiction of the local governing body making the appointments.
(j) One citizen who represents employers within the jurisdiction.
(k) One citizen who represents essential services personnel.
One seat on this committee expired on September 2, 2017, and four seats will expire on October 1, 2017.

NOTE: Kristi Bartlett is a current member of the committee who moved to Bonita Springs in 2016, but
still works in Collier County. She is a registered voter in Lee County. If the Board of County
Commissioners chooses to reappoint her, the Board would be implicitly waiving its residency
requirement for advisory committee membership.
ATTENDANCE: Attendance records for the past two years for the incumbents reapplying for seats on
this committee are summarized in the attached recommendation memo dated August 18, 2017.
COMMITTEE RECOMMENDATION: At its meeting on August 7, 2017, the committee unanimously
recommended the reappointment of five current members to their respective seats on the committee when
their current terms expire, to new three-year terms which shall expire as follows:
John Cowan - expiring on September 2, 2020
Kristi Bartlett, Mary Waller, Carlos Portu, Christina Apostolidis - expiring on October 1, 2020

GROWTH MANAGEMENT IMPACT: None.
RECOMMENDATION: That the Board of County Commissioners adopts the Committee
Recommendation, and directs the County Attorney to prepare a resolution confirming the reappointments.
