EXECUTIVE SUMMARY
Recommendation to execute a Resolution adopting the Pay and Classification Plans for the County
Manager’s Agency and County Attorney’s Office effective October 1, 2017; and to approve the
creation of new classifications, modification and/or deletion of classifications and assignment of pay
ranges from the proposed Pay and Classification Plans, from July 1, 2017 forward using the
existing point-factor job evaluation system.
OBJECTIVE: To administer a system of compensation based on principles of public accountability,
external competitiveness, internal equity, relative complexity and responsibility between classifications,
market economic conditions, County financial policies and appropriate federal, state and local laws.
CONSIDERATIONS: Attached to the proposed Resolution are three exhibits: Exhibit 1 is the County
Manager’s Agency Pay and Classification Plan; Exhibit 2 is the County Attorney’s Pay and Classification
Plan; Exhibit 3 is a detailed description of the salary adjustments to be affected in FY 2018 by the
proposed Resolution. The proposed Resolution shall apply to all regular full- and part-time employees
under the administration of the County Manager and the County Attorney, except those employees under
contract or who are subject to a collective bargaining agreement. Such employees shall continue to be
paid and receive increases in accordance with the applicable contract or governing collective bargaining
agreement.
Southwest Florida is among one of the fastest growing regions in the nation. Collier County has grown at
a rate of 2.4 percent being the eighth fastest growing metro area in the state and 17th in nation. Growth of
this magnitude impacts all areas of the County, including its ability to attract and retain high quality
employees. To attain this strategic objective, it is essential base salaries and ranges remain competitive.
Through analysis of local market data and the data of other Florida governmental agencies, it has been
determined that it is necessary at this time to adjust the midpoints of all pay ranges by 3 percent as
reflected in the proposed Resolution. As approved by the BCC on February 28, 2017 in Budget Policy for
FY2018, Item #11B; and further reviewed during the Budget Workshop on June 15, 2017; regular full-
time and part-time employees will be provided a general wage adjustment of 2.9% to base pay.
Individuals whose base pay is at the current minimum of the pay range will be adjusted to the new
minimum prior to the 2.9% general wage adjustment.
A comprehensive pay and classification study was conducted for the County by Cody and Associates
during 2014 and 2015. Based upon the results of that study in FY16, a pay range penetration adjustment
at 50% was applied to individuals in multiple incumbent positions and whose base salary were below the
midpoint of their respective ranges. Due to budgetary constraints, individuals in single incumbent
positions or Director level were not provided range penetration. A pay range penetration adjustment will
be provided in FY18 to those individuals who were in single incumbent positions, below Director, and
continue to hold the same position.
Pursuant to Ordinance No. 13-40, the Board of County Commissioners has authorized the County
Manager to make additions, modifications and deletions to the Pay and Classification Plan. The proposed
Resolution seeks continued authorization from the Board to do so, as well as to assign pay ranges using
the existing point-factor job evaluation system from the pay ranges set forth in the proposed Pay and
Classification Plans, subject to a quarterly report to the Board. It also authorizes the County Manager and
County Attorney to hire or move employees within the pay plan and classification plan to promote the
recruitment and retention of a highly qualified and professional workforce.
FISCAL IMPACT: The total cost of the General Wage Adjustment and Pay Plan Adjustment is

approximately 4.3 million dollars for the County Manager’s Agency and the tentative budget approved by
the Board at their first Public Budget Hearing contains this appropriation.
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this
Executive Summary.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote
for approval. - CMG
RECOMMENDATION: To approve and execute the proposed Resolution and general wage adjustment
effective October 1, 2017, and authorize changes from July 1, 2017 forward, including the creation of
new classifications, modification and/or deletion of classifications, and assignment of pay rates from
within the approved Pay and Classification Plans, using the existing point-factor job evaluation system,
subject to a quarterly report to the Board, if actions warrant.

FY 2018 COMPENSATION ADMINISTRATION PLAN Exhibit 3
1. PHILOSOPHY
The philosophy of the County Manager’s Agency and County Attorney is to provide a market-based
compensation program that meets the following goals:
- Facilitates the hiring and retention of the most knowledgeable, skilled and experienced employees
available.
- Supports continuous training, professional development and enhanced career mobility.
- Recognizes that the current financial/economic/budget climate for FY 2018 impacts the
affordability of merit increases
2. OBJECTIVES
In support of this compensation philosophy, the following objectives have been established for FY 2018:
- For the County Manager’s Agency, maintain a pay plan that targets appropriate reward mechanisms
for management, professional/technical and hourly employees.
- For the County Attorney, maintain a pay plan that targets appropriate reward mechanisms for
employees.
- Provide no merit awards for FY 2018
3. GENERAL WAGE ADJUSTMENT
Provide a general wage adjustment of 2.9% to base salaries of eligible employees.
4. PAY PLAN MAINTENANCE
Following past practice, the County performed a benchmark study and an alysis of over eighty (80)
classifications under the County Manager’s Agency in January 2017. Based upon the results of that study
and the current competitive economic climate, the midpoints of the pay ranges for Fiscal Year 2018 will be
moved by 3%. These ranges are on the attached Pay Plans.
An adjustment to minimum of the pay range will be applied to those incumbents who have are below the
minimum of their respective pay range.
Range penetration adjustment will be provided to individuals who were in single incumbent positions in
FY16, below the level of Director, and continue to hold the same position in FY18. The calculated range
penetration adjustment will be based on the FY16 calculated eligible amount.
5. MERIT
There will be no merit awards in Fiscal Year 2018.
