EXECUTIVE SUMMARY
Recommendation to approve an “after-the-fact” request for Fire Management Assistance Subgrant
to the Florida Division of Emergency Management for reimbursement of expenses incurred during
the Florida 30th Avenue Fire.
OBJECTIVE: To request reimbursement of expenses incurred during the Florida 30th Avenue Fire to
the Florida Division of Emergency Management through the Fire Management Assistance Subgrant.
CONSIDERATIONS: Collier County incurred expenses in response to the recent Florida 30th Avenue
Fire. To be eligible for federal financial assistance, Collier County must be approved as an applicant by
the Florida Division of Emergency Management. If approved as an applicant, Collier County will seek
reimbursement for all eligible expenses including labor, equipment, and materials in support of the
emergency. If awarded, FEMA will reimburse at a rate of 75% of eligible expenses. All reimbursement
activities will be coordinated by the Administrative Services Department. Prior to any reimbursement, a
funding agreement will be in place, which must be approved by the Collier County Board of County
Commissioners.
The Florida Division of Emergency Management informed the Collier County Bureau of Emergency
Services on June 30, 2017, that the application deadline was July 23, 2017. In order to make the deadline,
the request was submitted on July 7, 2017. Collier County CMA #5330 authorizes the County Manager to
approve the submittal of grant applications with subsequent Board of County Commissioners action at the
next available Board meeting to ratify the approval as “after-the-fact.”
FISCAL IMPACT: Approval of the request for Fire Management Assistance Subgrant will enable
Collier County to be reimbursed for eligible expenses associated with the Florida 30th Avenue Fire.
Reimbursement will be provided at a rate of 75% from FEMA. Preliminary assessment of expenses is
approximately $100,000.
LEGAL CONSIDERATIONS:. The Board will have the opportunity to accept or reject the funds if the
grant is approved. Accordingly, this Office has no issue with respect to the legality of this request, which
is appropriate for Board action and requires a majority vote for Board action. -JAB
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this
action.
RECOMMENDATION: To approve an “after-the-fact” request for reimbursement of expenses
incurred during the Florida 30th Avenue Fire to the Florida Division of Emergency Management through
the Fire Management Assistance Subgrant.

RE: County Manager review and approval of the Fire Management Assistance Sub grant application
to the Federal Emergency Management Agency (FEMA)
On April 20, 20U, FEMA issued a Fire Management Assistance Declaration related to the 30th Avenue
Fire in Collier County. Thus, Collier County is eligible to request financial assistance related to deployed
resources, such as force account labor and equipment. To begin the process, FEMA Form 089-0-24
Request for Fire Management Assistance Sub grant, must be submitted to Florida Division of Emergency
Management/FEMA by July 23, 2017 to indicate that Collier County intends to claim cost reimbursement
of such expenses.
Following submittal of this form, FEMA and the Florida Division of Emergency Management will provide
claim guidance, so Collier County can initiate the reimbursement process. A subsequent grant funding
agreement will be provided to Collier County later, which will be provided to the Board of County
Commissioners for a pproval.
Notice was received from the Florida Division of Emergency Management on June 30, 2017 that this
form must be submitted no later than July 23,2077 to be eligible to begin the claim process. The form
was submitted by staff on July 7, 2017, therefore, we are requesting after the fact approval of the form
submittal, followed by after-the-fact approval by the Board of County Commissioners at the September
72,2077.
