EXECUTIVE SUMMARY
Recommendation to approve substantial amendments to Collier County's U.S Department of
Housing and Urban Development (HUD) Annual Action plans for FY 2015-2016 and FY 2016-2017,
to accept a termination of the Community Development Block Grant (CDBG) agreement with Oak
Marsh, LLC, and to approve a contract amendment with Rock Island Economic Growth
Corporation to extend the term and remove homebuyer education and counseling.

OBJECTIVE: To further administer the HUD entitlement funding to enhance affordable housing
opportunities in Collier County and meet other defined needs for low to moderate income persons.
CONSIDERATIONS: HUD provides CDBG and Emergency Solutions Grant (ESG) funds to address
program-specific needs in the community.
The Board of County Commissioners of Collier County previously approved the Collier County One
Year Action Plans as follows:
2015-2016 Plan approved on August 11, 2015 (In Absentia) and ratified on September 8, 2015
2016-2017 Plan approved on June 28, 2016
Community and Human Services (CHS) staff is requesting changes to various programs. The changes
require substantial amendments for each of the impacted Annual Action Plans. HUD regulations and
the Five-Year HUD Consolidated Plan require citizen participation whenever a substantial plan
amendment is proposed. The required notice was published in the Naples Daily News on August 18,
2017. The advertisement identified a thirty-day public comment period from August 18, 2017 to
September 18, 2017. As of the agenda publication, no comments regarding the substantial amendments
were received.
The following substantial amendment changes are proposed to the FY 2015-2016 and FY 2016-17 HUD
Annual Action Plans and listed below by project and funding year:
FY 2015-2016:
Amend Project: Project Name: Homebuyer Education and Acquisition Assistance -
(HOME)
Modify scope by removing references to education and counseling; those elements will be funded
by another source.
Remove Project: Project Name: Development of Affordable Rental Housing - (HOME)
$500,000
Funds from this project were programmed to other eligible projects in the approved FY 2017-
2018 Action Plan.
FY 2016-2017:
Remove Project: Project Name: Rehabilitation of Affordable Rental Housing - (CDBG)
$150,000
This project will continue; the funding source and year were changed, and it is now funded with
HOME funds in the approved FY 2017-2018 Action Plan.
To implement these changes a termination of a subrecipient agreement and an amendment to a
subrecipient agreement are necessary.

The required termination document for the CDBG Rehabilitation of Affordable Rental Housing with Oak
Marsh, LLC is provided for approval with this item. The project has not received any funds from the
county Also, the required contract amendment for the Homebuyer Education and Acquisition Assistance
with Rock Island Economic Growth Corporation is included for approval as part of this item. The
amendment reflects the changes in funding noted above.
FISCAL IMPACT: The proposed actions described in this executive summary have no new fiscal
impact. The funding source for the grant awards are the Community Development Block Grant and the
HOME Investment Partnerships Grant. The Rehabilitation of Affordable Rental Housing project is
budgeted in the Housing Grant Fund (705), CDBG project 33479. The Homebuyer Education and
Acquisition Assistance project is budgeted in the Urban Improvement Grant Fund (121) and within the
Housing Grant Fund (705), HOME projects 33480 and 33535.
LEGAL CONSIDERATIONS: This item is approved for form and legality and requires a majority vote
for Board approval. -JAB
GROWTH MANAGEMENT IMPACT: Acceptance and implementation of this new sub-recipient
agreement further the Goals, Objectives, and Policies of the Growth Management Plan.
RECOMMENDATION: To approve and authorize the substantial amendments, the contract termination
with Oak Marsh, LLC, and the sub-recipient agreement amendment between Collier County and the Rock
Island Economic Growth Corporation.
