EXECUTIVE SUMMARY
Recommendation to approve a $32,193.49 Change Order to a purchase order, issued under
Contract 14-6213 for "NCWRF Belt Filter Press No. 6 Rehabilitation,” with Mitchell & Stark
Construction Co., Inc., under North County Water Reclamation Facility Technical Support Project
Number 73968.
OBJECTIVE: To maintain wastewater treatment capacity and Irrigation Quality (IQ) water production
at the North County Water Reclamation Facility (NCWRF) in compliance with Florida Department of
Environmental Protection agency regulations.
CONSIDERATIONS: The proposed scope of work under Project Number 73968, “North County Water
Reclamation Facility Technical Support Project,” is consistent with the Capital Improvement Program
(CIP) contained in the 2014 Water, Wastewater, Irrigation Quality Water, and Bulk Potable Water Master
Plan/CIP Plan approved by the Board of County Commissioners (Board) on November 10, 2015 (Agenda
Item 9C), as Appendix III of the 2015 AUIR/CIE. Funding is available in, and is con sistent with, the
FY2017 CIP Budget.
On July 8, 2014, as Agenda Item 16C10, the Board awarded Contract 14-6213 for general utility services,
to six contractors. Mitchell & Stark Construction’s services commenced immediately upon Board
approval, with a current expiration date of July 7, 2018.
The County competitively solicited Request for Quotation 14-6213-74, “NCWRF Belt Filter Press No. 6
Rehabilitation,” among the six vendors available under the contract. Mitchell & Stark Construction
provided the lowest quoted price on September 14, 2016. Purchase Order Number 4500171110 was
issued to Mitchell & Stark Construction for a lump sum amount of $181,982.00, and a $10,000 allowance
for owner’s use as directed.
A belt press is a complex mechanism with many moving components that cannot be diagnosed without
disassembly. The allowance addressed unforeseen electrical, mechanical, structural work, or equipment
inspection and service work associated with rebuild of the belt filter press; however, the allowanc e work
was to be done on a time and materials basis. On September 27, 2016, the County issued a limited notice
to proceed to Mitchell & Stark Construction to acquire the necessary materials for the project. A notice to
proceed authorizing commencement of construction was issued on February 20, 2017, with a completion
date of August 19, 2017.
Several unforeseen conditions were discovered when the belt was dismantled and it became apparent that
the required repairs exceeded the purchase order amount, including the allowance. Work Directives were
issued to the contractor directing the changes to be made to the scope of work. Attached Change Order
No. 1 contains modifications to Mitchell & Stark’s work order.

press was fully assembled and the failed support, bearings and rollers were not detected as items to be
replaced. To identify the failed bearings and rollers, the press would have needed to be disassembled.
The work described in Work Directives Nos. 1, 2 and 3 is complete.
If this change order is not approved, Belt Filter Press No. 6 will not be able to be put back into service.
The belt filter press equipment dewaters the waste sludge from the treatment plant allowing it to be
hauled and disposed of at the Okeechobee landfill. Sludge dewatering is a critical treatment process at the
wastewater plant. Failure to repair Belt Filter Press No. 6 reduces the treatment plant capacity by 20 to 25
percent.
FISCAL IMPACT: Funding is available in, and is consistent with, the FY2017 Capital Budget
approved by the Board on September 22, 2016. The source of funding is the Wastewater User Fee Fund
(414). This is a replacement project; therefore, operating costs are not expected to change.
LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires majority
vote for Board approval. -SRT
GROWTH MANAGEMENT IMPACT: This project meets current Growth Management Plan
standards to ensure the viability of public facilities.
RECOMMENDATION: That the Board of County Commissioners, Ex-officio the Governing Board of
the Collier County Water-Sewer District, approve a Change Order in the amount of $32,193.49 to
Purchase Order Number 4500171110 issued under Contract 14-6213, with Mitchell & Stark Construction
Co., Inc., Project 73968.
