EXECUTIVE SUMMARY
Recommendation to accept staff’s report on the creation of a Senior Citizen Affairs
committee, following the direction provided in County Ordinance 01 -55 Section 3(b) as
amended.
OBJECTIVE: Provide the Board with staff’s analysis of the criteria listed in County Ordinance
01-55 Section 3(b) in order to assist with an educated decision to either create or not create a
Senior Affairs Advisory Committee.
CONSIDERATIONS: Per the 2010 Census, there were 84,951 individuals recorded as 65 or
older, equivalent to 33% of Collier County individuals recorded. As of the August 2017 report
by the Collier County Elections Office, there are a total of 82,975 or 41% of the recorded
registered voters that are 66 and up. Since the Baby Boomer Generation will continue to retire in
the coming year these percentages can be expected to increase slightly. As the senior population
increases consideration must be given to not only the seniors in the community but also for those
who care for them.
Collier County currently provides services to seniors through the Services for Seniors program of
the Community and Human Services Division. This team offers case management that assess
each client’s situation and identifies the appropriate services to assist that client. Support services
are delivered to support individuals so that they can remain in their home. There are four
locations within the county where staff provides meals. Congregate lunches are served at the
Golden Gate Community Center and the Naples Senior Center.
The Leadership Coalition on Aging (LCA) was established by the Collier Senior Resources
(CSR) agency in 2012. Both agencies are dedicated to serving, promoting, and educating the
community on the needs of the areas senior population. They work with v arious local programs
to support their stated missions. LCA meets monthly to discuss senior services and develop new
ways to serve the seniors of the community.
Since 2014, CSR has operated a senior center at the former Golden Gate Library location, which
it leases from the County. At this center, they provide programs, classes, a food pantry,
employment assistance and resources for seniors and caregivers Monday through Friday. In
2013, the LCA, along with other local organizations, sponsored the FGCU Study on Senior
Needs Assessment. The same year they hosted the inaugural Collier County Conference on
Aging. On November 8, 2017, the fifth Conference on Aging will be held at Hodges University
in Naples. The LCA is currently engaged in another community assessment.
At the July 11, 2017 Board meeting the Board directed staff to evaluate the potential to create a
Senior Citizen Affairs committee per the criteria outlined in County Ordinance 01 -55 Subsection
3(b), which are as follows.
(1) Whether the establishment of the board will create sufficient betterment to the
community to justify the commission's delegation of a portion of its authority.
(2) Whether another board, either public or private, already in existence, could serve, or is
serving the same purpose.
(3) The costs, both direct and indirect, of establishing and maintaining the new board.

(4) Whether creation of the new board is necessary to enable the county to obtain state or
federal grants or other financing.
(5) Whether the board should have bonding authority.
(6) Whether creation of a new board is the best method to achieve the benefit desired.
The second criteria’s intent is to identify if there are any existing boards that serve the proposed
purpose. LCA already has public meetings, a Board, and their mission is to support seniors in the
community. Per their website, LCA was established in 2012 as means for local health and human
service providers to collaborate toward enriching the lives of Collier County Seniors and their
caregivers. They are engaged with multiple organizations in the community already to deliver
services to the senior community, and they are already working with County staff.
Additionally, there are several County Committees that already consider some of the focus areas
as proposed. One such issue, affordable housing, is considered in the housing study done by the
Urban Land Institute. The Affordable Housing Advisory Committee received approval from the
Board and coordinated the study effort. The final report includes considerations for seniors
several times. Regarding the area of transportation, the Public Transit Ad Hoc Advisory
Committee considers the transportation needs of the community at public meetings and makes
recommendations to the Board concerning policies, issues, programs, and plans. The Planning
commission that reviews the Comprehensive Land Use Plan and the Land Development Code
and submits recommendations to the Board for a final decision.
Within the proposed tasks for the committee, there are a couple areas where the County currently
does not provide services nor does the County have any direct influence over those types of
services. While the County provides EMS services to residents, it does not deliver any other
direct medical services. Medical services are provided to the community through private medical
companies.
Likewise, County does not currently operate any senior centers within the community. Senior
Centers are operated by LCA and Jewish Family and Community Services (JFCS) of Southwest
Florida. If it were the Board’s desire to operate a County-run Senior Center, an Advisory
Committee could be justified.
The creation of a new advisory committee may not be the best method to enhance the lives of
senior citizens in the community since there are many organizations already dedicated to serve
this population. The restrictions associated with Florida’s sunshine laws should be considered as
well. These restrictions can impact the already existing activities by impeding communication
between members of the committee outside of public meetings. The Board can communicate its
desire to receive routine input from these existing organizations such as LCA. LCA’s interaction
with the Board can be similar to how the Conservancy of Southwest Florida interacts and
engages with the Board. As organizations realize Countywide needs they should communicate
with Board members and present to the board as necessary. Additionally, LCA should share the
results of the community assessment with Board members in an environment of collaboration.
FISCAL IMPACT: If the Board chooses to create a new Senior Citizen Affairs Committee
there would be the need to provide funding for the operation of the committee in an estimated

amount of nearly $11,000.
GROWTH MANAGEMENT IMPACT: Unless there are specific focus areas for the
committee to discuss and advise on Growth Management issues there are no Growth
Management impacts.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, raises no
legal issue at this time, and requires majority vote for action. -JAK
RECOMMENDATION: To postpone the creation of a Senior Citizen Affairs Committee until
such time as the Board desires to offer services provided that would warrant an advisory
committee, such as the operation of a County senior center or medical facility.

Joint Proposal to the Collier County Board of
Commissioners to Form an Advisory Committee on Senior Affairs
Overview: Following unanimous votes of the Board of Directors of Greater Naples Leadership
(GNL) and the members of the Leadership Coalition on Aging (LCA), the two major organizations
propose that the Board of Collier County Commissioners (BCC) form an Advisory Committee on
Senior Affairs.
Background: BCC has created several Advisory Committees representing a range of interest
groups and constituencies but does not have one that represents the largest block of voters in
the County – citizens over 65 years of age. Recent data indicate that they represent one third of
the registered population in the County. The 400+ retired senior members of GNL and the 42
organizations in CLA think the Commission would benefit from hearing a single broad based
voice representing the interests of this population segment as they consider the numerous
problems involved in managing the county’s business, particularly as they contemplate
expansive population growth over the next 20 years.
The Proposal: BCC should create an “Advisory Committee on Senior Citizen Affairs”. The
Committee would assist the Commissioners and the County Staff in identifying and evaluating
problems and their impacts on seniors imbedded in larger issues addressed by the Commission.
The focus of the Committee’s concerns would be on the following:
• Access to affordable housing,
• Number and location of senior and community centers,
• Access to effective medical services,
• Access to public transportation,
• Integration of senior citizen concerns into Collier County growth and development
plans, and
• Any other subjects having direct and significant impact on the senior citizens of Collier
County.
The Board should be composed of 11-13 members each serving staggered three-year terms.
The members would be selected in accordance with existing regulations and policy of the BCC,
but should be drawn from as wide a selection of businesses, non-profit organizations and
government agencies as possible with no one sector or sub-sector gaining a dominant role.
A sample pool from which members could be drawn would look something like the following
with representatives of:
• One at-large citizen from Immokalee and Marco Island
• Home nursing industry
