EXECUTIVE SUMMARY
Recommendation to adopt a Resolution amending Schedules 1 and 2 of Appendix A to Section Four
of Collier County Ordinance No. 2001-73, as amended, titled the Collier County Water-Sewer
District Uniform Billing, Operating, and Regulatory Standards Ordinance, to include proposed
rates for water, wastewater, and irrigation quality water services with effective dates of October 1,
2017.
OBJECTIVE: Approve a resolution amending Schedules 1 and 2 of Appendix A to Section Four of
Collier County Ordinance No. 2001-73, as amended, titled the Collier County Water-Sewer District
Uniform Billing, Operating, and Regulatory Standards Ordinance.
CONSIDERATIONS: Water, wastewater and Irrigation Quality (IQ) water user rates are used to
recover system operation, repair, and maintenance costs; fund capital improvements for upgrades,
replacements, and expansions; and fund debt service costs as required by bond covenants from residential
and non-residential property owner system users within the boundaries of the Collier County Water-
Sewer District (District) utility system.
On June 15, 2017, at the Board of County Commissioners (Board) Budget Workshop, the Public Utilities
Department proposed its budget for fiscal year 2018, which included the cost to se rvice the District. The
proposed revenue for fiscal year 2018 includes a rate increase of 2.9 percent, consistent with the Miami -
Fort Lauderdale Consumer Price Index for all urban consumers (as reported by the Bureau of Labor
Statistics from December 2015 through December 2016) to provide for operating and construction cost
increases. This proposed rate increase was read into the record. Staff prepared the attached rate
resolution, which reflects the recommended rate adjustments, consistent with the Board’s direction at the
workshop.
In accordance with the Special Act that established the District, Section 6 (3), notice of a public hearing
was published, on or before August 30, 2017, setting forth the proposed resolution amending Schedules 1
and 2.
FISCAL IMPACT: Additional user rate revenue generated by the recommended water, wastewater, and
IQ water fees for fiscal year 2018 is anticipated to be
Water = $2,215,964
Wastewater = $3,300,497
IQ Water = $ 104,400
Total Operating $5,620,861
The water, wastewater, and IQ water rate adjustments are anticipated to provide approximately $5.6
million in incremental revenue in fiscal year 2018 in the District’s Operating Fund (408).
GROWTH MANAGEMENT IMPACT: This action meets current Growth Management Plan
standards to ensure the adequacy and availability of viable public facilities
LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires majority
vote for Board approval - SRT.
RECOMMENDATION: To adopt the attached resolution amending Schedules 1 and 2 of Appendix A
to Section Four of Collier County Ordinance No. 2001-73, as amended, titled the Collier County Water-

Sewer District Uniform Billing, Operating, and Regulatory Standards Ordinance. This amendment
includes proposed rate increases of 2.9 percent for:
1. Collier County Water and Wastewater user rates, Schedule 1, with effective dates of
October 1, 2017; and,
2. Irrigation Quality water user rates, Schedule 2, with effective dates of October 1, 2017.
