Agenda 09/12/2017 Item #16E609/12/2017 EXECUTIVE SUMMARY Recommendation to approve and authorize the Chair to execute a Federally Funded Subgrant Agreement to accept the annual Emergency Management Performance Grant (EMPG) in the amount of $105,778 for emergency management planning, response, and mitigation efforts and to authorize the necessary budget amendment. OBJECTIVE: To accept an Emergency Management Performance Grant in the amount of $105,778 in Federal Funds to enhance planning, response and mitigation efforts. CONSIDERATIONS: The Federal Emergency Management Agency (FEMA) through the Florida Department of Community Affairs annually makes funds available for local emergency management programs. The County has been awarded $105,778 in Federal funds which have been budgeted for the purchase of data processing and operating equipment, shelter supplies, and disaster response equipment. The acceptance of these Federal funds requires a dollar for dollar non-federal funding match; the annual Emergency Management Preparedness and Assistance Grant (EMPA) can be used for this purpose in accordance with the EMPG Grant Agreement. The Contract Number on the Federally Funded Subgrant Agreement will be completed by the State. FISCAL IMPACT: Funds in the amount of $105,778 are available from The Federal Emergency Management Agency (FEMA) through the Florida Department of Community Affairs. A budget amendment in the amount of $105,778 is required in Admin Service Grant Fund (703), Project #33530. The $105,778 in matching funds are available in Admin Services Grant Fund (703), Project #33529. GROWTH MANAGEMENT IMPACT: There is no Growth Management Impact associated with this Executive Summary. LEGAL CONSIDERATIONS: The Federally Funded Subgrant Agreement is a standard document. It allows the State to terminate for cause or convenience. It allows the County to terminate for convenience only with State approval. This item is approved for form and legality and requires a majority vote for approval. - JAB RECOMMENDATION: To approve and authorize the Chairman to execute Grant Agreement #18- FG-__-09-21-01-__, to accept $105,778 from the Florida Division of Emergency Management for emergency management program enhancement and authorize the associated budget amendment.
