Agenda 09/12/2017 Item #16D1109/12/2017 EXECUTIVE SUMMARY Recommendation to approve Tourist Development Tax funding for the engineering, design, and construction of ten (10) Pickleball courts at East Naples Community Park (ENCP) at a cost up to $300,000, authorize all necessary budget amendments, approve and authorize the Chairman to execute the County work order in the amount of $55,447 for engineering services, and make a finding that this expenditure promotes tourism. OBJECTIVE: To add ten (10) pickleball courts to accommodate additional competition facilities for the ongoing growth in demand for Pickleball courts, and to meet the needs of next year’s U.S. Open Pickleball Championship, future regional tournaments, and resident demand for pickleball play at this facility. CONSIDERATIONS: The sport of pickleball has grown dramatically both internationally and in Collier County. To maintain our reputation as the “Pickleball Capital of the World”, and to promote sports tourism events, we need to further expand the number of championship quality pickleball courts at ENCP. The proposed work order and scope of work are for the engineering, design, permitting, and site improvements by Agnoli, Barber & Brundage, Inc. which is required for these ten (10) new courts in the park area. Final construction bids will then be solicited, and the final cost will be known. The total design and construction costs are not expected to exceed $300,000. ADVISORY BOARD RECOMMENDATION(S): The Parks and Recreation Advisory Board (PARAB) reviewed this item at its regularly scheduled meeting on July 19, 2017 and recommended approval. On July 31, 2017, the Tourist Development Council (TDC) recommended approval of tourist development tax funding for the construction of ten (10) Pickleball courts at ENCP at a cost up to $300,000. The $55,447 is included in the total estimate of $300,000. FISCAL IMPACT: The estimated cost for the engineering, design, and construction of the ten (10) pickleball courts is $300,000. Funding for the pickleball courts will be provided from the Tourism Division budget. Specifically, from FY 18 Tourism Promotion Fund (184) reserves in the amount of $82,200, and from TDC Non-County Museum Grants Fund (193) reserves in the amount of $217,800. GROWTH MANAGEMENT IMPACT: There is no impact to the Growth Management Plan with this action. ENCP is inventoried in the AUIR for Parks. He noted the funding is for the USGA US Golf Association) Women's Mid-Amateur Championship from October 7-12, 2017 at Quail Creek Country Club - $25,000. The event is the first USGA event to be held in Naples. FY 18 Proposed Tourism Budget Mr. Wert presented the Executive Summary"Recommendation to approve the FY 18 Proposed Tourism Division budget and make a finding that this action promotes tourism"dated July 31, 2017 for consideration. He noted: Staff began preparation of the budget in February/March of this year. The 2017 revenue projections ($22M) were used as a basis for the 2018 income.
