EXECUTIVE SUMMARY
Recommendation to approve the South Florida Water Management District (SFWMD) Agreement
Amendment No. 4600003476A-1 extending the completion date from September 29, 2017 to May
31, 2018 for the construction of the Haldeman Creek Weir Replacement Project, Project #60103.
OBJECTIVE: Allow a time extension to a SFWMD agreement to complete the construction of the
Haldeman Creek Weir Replacement Project.
CONSIDERATIONS: On October 13, 2016, the SFWMD Big Cypress Basin Board approved fundi ng
assistance up to an amount of $800,000 to be used in FY2017 for construction tasks for the Haldeman
Creek Weir Replacement Project. The Engineer’s opinion of probable cost for the construction at the
time of grant application was $1,720,980.
The Agreement was approved by the Governing Board of the SFWMD at its November 10, 2016
meeting, and approved by the Board of County Commissioners at the November 15, 2016 meeting
(Item#16A29), and called for a 10-month schedule commencing on December 1, 2016.
Following the bid process, contract development and execution of the contractor agreement, staff was not
able to issue the Notice to Proceed until the middle of June based on new review requirements and other
administrative obligations. Due to the unforeseen delay, the contractor needs additional time to complete
the project. The request is to extend the agreement from September 29, 2017 to May 31, 2018, a period of
six additional months from the end of the current performance period (November 30, 2017).
FISCAL IMPACT: There is no fiscal impact to extend the contract period by six months.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is approved as to
form and legality, and requires majority vote for Board approval. -JAK
GROWTH MANAGEMENT IMPACT: This project has no direct impact on Collier County’s Growth
Management Plan.
RECOMMENDATION: To approve the SFWMD agreement amendment No. 4600003476A-1
extending the completion date from September 29, 2017 to May 31, 2018, for the construction of the
Haldeman Creek Weir Replacement Project, Project #60103.
