GGELTC Minutes 02/27/2017 MINUTES Golden Gate Estates Land Trust Committee Monday, February 27,2017,5:30 p.m. North Naples Fire& Rescue District, Big Corkscrew Island Fire Station 10—Administration Office Committee Members Chairman: Pat Humphries Vice-Chairman: Mark Fillmore Member: Jeff Curl Member: Carol Pratt Member: Annette Kniola County Staff Michael Dowling: Collier County Real Property Management Public Mark Teaters -regarding bus shelters 1. Call to order: Meeting was called to order at 5:30 2. Approval of current agenda: Pat asked if there were any questions or concerns and called for a vote. Jeff made a motion to approve the agenda, Mark made a second, all were in favor. 3. Approval of the Minutes for the meeting of December 19, 2016: Pat asked if there were any questions or concerns and called for a vote. Jeff made a motion to approve the agenda, Mark made a second, all were in favor. 4. Treasurer's Report: Michael handed out the current report showing a total available cash balance of $936,836.37 with committed funds of $142,546.49 for the retrofitting of fire trucks for Greater Naples Fire Rescue District. Pat asked for a vote to approve the treasurer's report and Mark made a motion to approve, Annette seconded the motion, all were in favor. 5. Bus Shelter Funding Request: Pat said she spoke with Mark Teaters earlier in the week and invited him to the meeting. Mark provided a brief history for the placement of a bus shelter at Wilson and Golden Gate Boulevards. Mark was a member of the Golden Gate Civic Association and attempted to raise funds for a school bus shelter. The Commissioner at the time suggested that Mark's group form a committee to involve the Sheriff's Office and other interested groups. Mark said his group raised approximately Five Thousand Dollars from fund raising and Walgreens donated another Five Thousand for a total of Ten Thousand Dollars since, at that time, the County said the shelter would cost approximately Ten Thousand Dollars. Mark said Wilson Plaza is within close proximity to where the school bus picks up children and is very busy in the morning hours. Mark said the County has right-of-way near the pump station that would be suitable for a bus shelter. Currently, the bus drives about three-quarters of the street to avoid vehicles going to and from Wilson Plaza which is located at the intersection of Wilson and Golden Gate Boulevards. Pat said that it's her understanding that the School District does not want to build that shelter. Annette said that the funding request is from CAT and she spoke to Omar earlier in the day and he was not aware of a shelter or of a funding request for this location. Mark said that the funding and shelter were going through CAT since the County assigned Michelle Arnold to proceed with the request and installation of a shelter at this location. Mark said that he still has the Ten Thousand Dollars raised previously, but the County recently advised him that the structure will cost Thirty-Five Thousand Dollars, and includes the cost for engineering and wind loads determination. Mark Fillmore questioned why the County can't use existing plans for similar shelters and save money for redesigning. Jeff said that it involves the permitting for a particular location. Jeff said he does not want the County's standard shelter in Golden Gate Estates, but would agree to a design that is more favorable to Golden Gate Estates. Mark Fillmore and Jeff asked again if the funding request is coming from CAT or from a neighborhood group. Mark stated that he is raising the funds on his own on behalf of CAT. There was further discussion and Michael advised that Committee that if they were not in favor of funding the entire project, they could provide a portion of the funding. Pat asked if the Estates could tax themselves for funding additional shelters. Annette said that some MSTUs do provide for bus shelter funding. Pat asked Mark if Five Thousand Dollars would assist in the fund raising and Mark said it would. Mark Fillmore made a motion to provide Five Thousand Dollars for a bus shelter within close proximity of the intersection of the Wilson and Golden Gate Boulevards location only, and to allow the Committee to provide input on the design of the structure. Mark Teaters said that he will petition the Board of County Commissioners and if he receives all the funding from the County, he will return the GAC Land Trust's participation. Michael said that the agreement prepared for Board approval contains a provision for funds to be returned if funding is obtained elsewhere. Jeff suggested that members of the Committee attend the BCC meeting when Mark Teaters petitions the Board for funding. Pat called for a second, Jeff made a second, all were in favor. 6.
