SCHOOL IMPACT FEE
MEETING MINUTES
MAY 11, 2010 AT 10:00 A.M.
Members In Attendance: Steve Harrison, Vlad Ryziw, Joe Swaja and Janet Vasey
Staff Present: Amy Patterson, Impact Fee Manager and Barbetta Hutchinson, County
Manager's Office.
Others Present: Bob Spencer and Amy Taylor from Collier County Schools; Steve Tindale and
Nilgun Camp from Tindale-Oliver.
Steve Tindale reviewed the School Impact Fee Study with the group stating that he feels that
because the state as a whole is increasing and the county is increasing faster than the state that
the impact fee recommendations make sense. Nilgun Camp passed out a handout that showed
the average cost per acre. Janet said that at first she was unsure of the figure that was used,
but after she's seen how the properties fall in line and the calculations were used, she
understands and agrees with the methodology. The committee agreed that the numbers look
fine and that they should keep the rates for the next 2 years.
The group agreed that Janet should put together a recommendation for the committee to:
• Recommend acceptance of the 2011 School Impact Fee Study.
-- The study methodology is clear, logical and defensible.
--All subcommittee members' questions have been adequately addressed.
• Recommend "no change" to the currently adopted school impact fees.
-- In October 2010, the School Board recommended, and the County Commission
adopted, an arbitrary (not supported by any analysis) 50% decrease in the school impact
fees, to remain in effect for 2 years.
-- Impact fees calculated by Tindale-Oliver in March 2011 are15% to 25% less than the
fees in effect prior to the October 2010 fee reduction, but significantly higher than the
school impact fees after the 50% reduction.
• Recommend evaluation of school impact fees in October 2012 (after the agreed 2 year period)
with possible future action to:
1) Do nothing. Leave the school impact fees unchanged, at the 50% reduction level.
2) Adjust the current (50%) fees to account for 2011 and 2012 indexing.
3) Adjust the fees in the 2011 school impact fee study to account for 2011 and 2012
indexing.
4) Accelerate the next school impact fee study (required every 3 years).
5) Consider other options, as appropriate.
The group asked Barbetta to have Mike Sheffield schedule a meeting of the capital
subcommittee with Mark Isackson.
Joe Swaja motioned that the meeting be adjourned, Vlad Ryziew seconded and the group
unanimously approved. The meeting was adjourned at 11:15 a.m.
