Productivity Committee Employee Benefits Subcommittee Minutes 04/05/2005 c Minutes of Benefits Sub-Committee held on April 5, 2005 In attendance were committee members Syd Blum and Helen Philbin; Crystal Kinzel, Internal Audit Director for the Clerk of the Circuit Court' Len Golden Price, Administrator Administrative Services Division; Jeff Walker, Director Risk Management; Alice Toppe, Risk Management; Gail Addison, Human Resources Director, Collier County Sheriff's Office. Staff in attendance discussed the consortium of the four major agencies, Board of Collier County Commissioners (BCC), Collier County Sheriff's Office (CCSO),Naples Community Hospital (NCH), and the Collier County School Board(CCSB). The group is working together to design an all-inclusive plan that would provide good medical services at a reasonable cost. These services would include a prescription drug plan. The group that has been meeting for 5 to 6 years is also addressing the top ten medical problems and top ten prescription drugs. They are looking into evidence-based medicine that would identify doctors who provided quality care while controlling costs. Doctors so identified would be rewarded with higher benefits. An RFP was sent out to providers and the Cleveland Clinic and NCH were only responders. Cleveland Clinic submitted an expensive proposal that was not in keeping with NCH and that did not include pediatrics or ob-gyn. Anchor Health did not respond. They were interested but did not have time to prepare. The RFP will be resent. A joint RFP for pharmaceuticals will also be prepared and sent by the Consortium. An audit of the third party administrator is being done to see if services are proficient. We discussed the provision of some medical services in-house with nurse practitioner and part-time doctor or satellite offices with a roving doctor. We have approximately 250 walk-ins a month with the present nurse. We can break even or make money with 400 walk-ins. To realize this goal, larger facilities would be needed close to the workplace. In addition to the reduced costs resulting from fewer visits to a doctor, time lost by the employee in leaving the complex to visit the doctor would also be reduced resulting in increased savings to the County.
