Productivity Committee Flyover Subcommittee Minutes 03/04/2004 Flyover Subcommittee Meeting
March 3, 2004, 10:00 a.m.

Members Present: Joe Swaja, Dex Groose, Janet Vasey and Celia Fellows.
County Staff Present: Norman Feder, Bob Tipton, Connie Deane, Don Scott, Gregg
Strakaluse, John Torre, Debbie Wight
Also present were Brent Batten and John Henderson,both of the Naples Daily News, John Leach
and Bill McCanna,both of Grey Oaks.
Bill McCanna presented his findings of the needless delays that have been incurred by the public,
and his belief that the Transportation dept. had not been responsive to the congestion at this high
profile intersection. Changes made to the signals, as suggested by Messrs. Leach and McCanna,
so that green light times are now biased to the actual traffic in each direction. The resulf is that
Eastbound traffic flow has improved dramatically, and the traffic back up has been noticeably
reduced. Additional interim and long range improvements were also discussed by Mr. McCanna.
Norm Feder addressed issues raised. He pointed out that eliminating one right turn lane to
Southbound on Airport was not a good idea, and that two lanes were needed at that intersection.
Gregg Strakaluse presented information on the timing, lanes, and sequencing at the Golden Gate
Parkway/Airport Road intersection. Bob Tipton commented on status of turns as of March 2.
Subcommittee recommendations: Janet felt timing was good. Converting turn lane not good.
Sequencing may or may not work. Four lanes going through does not meet goal. Questions
result based on starting from today vs. working from the base model case,which staff worked
with.
Dex thanked Messrs. McCanna and Leach for sharing their ideas with the Transportation Dept.
and noted his personal experience with much improved movement through that intersection on
two consecutive evenings during rush hour. Dex also noted that not a single consultant had
recommended a change so simple as better timing of the lights at this intersection. Dex also
requested hard copies of fax package. (Emailed to all members 03.05.04)
Joe has questions/concerns that the study does not do enough.
The Flyover Subcommittee scheduled another meeting for Wednesday, March 10, 10:00 a.m. in
County Manager's Office front conference room. Debbie will prepare public notice.
