Budget Subcommittee meeting November 12, 2004
County Manager's Conference room
Subcommittee Chairman Steve Harrison brought the meeting to order at 9:30 am. In
attendance: Steve Harrison, Dex Groose, Joe Swaja, Al Kozel, Celia Fellows, Janet
Vasey, Commissioner Fred Coyle and county manager liaison Debbie Wight.
1. Response to Anderson Report. Janet presented the draft review of the
EDC/Anderson Fiscal Stability Analysis. At the conclusion of an hour-long
discussion, Janet was asked to write a cover letter to Commissioner Fiala,
summarizing the results of the review. The review and cover letter will be
presented for approval at the November 17th Productivity Committee meeting.
2. Consolidation Study Workplan. Steve discussed the Administrative
Consolidation Feasibility Study draft workplan. At conclusion of discussion, the
number of teams was reduced from six to three, including Finance (including
health management risk assessment), Information Technology and Human
Resources. Steve will revise the workplan and present it for approval at the full
committee meeting on Wednesday. Commissioner Coyle will follow up previous
correspondence to constitutional officers who have not responded and will to
also invite the School Board and Fire Districts to participate in the study.
3. Discussion of Sheriff's budget. Members discussed data in the Sheriff's FY05
budget. There was agreement to request the following historical data from the
Sheriff's Office:
a. Fund detail actual expenditures (see pages 40 thru 56) from FY98 to
FY01. (FY02 actual thru FY05 budget are included in the Sheriff's FY05
budget).
b. Historical staffing levels, broken out according to the Organizational Chart
on page 8 (including FY98 thru FY04 actual staffing levels and FY05
budget staffing level) and showing the certified and civilian breakout of
positions.
c. After data has been received and reviewed, invite Crystal Kinsel to
discuss data.
4. Capital Projects Planning and Control improvement opportunities were
discussed with Dexter Gross sharing his experience performing Value
Engineering studies on projects during their design phase. Often such studies
result in simplification of the design and reductions in cost as a result of deleting
unnecessary functions and features that may have initially appeared to be
necessary.
a. Studies are usually done for projects over $5 million once 60% of the
design is complete. Experience in Miami-Dade county has resulted in
potential cost improvements of 7 to 20% or more and often improves
project completion time as well.
b. Further, such reviews tend to insure the finalization of specifications prior
to construction/implementation with the attendant reduction of design
changes after construction has begun.
c. The Sub-Committee proposes that the Productivity Committee endorse a
recommendation to the County Manager that Value Engineer reviews be
conducted on current or future construction projects projected to cost
$500,000 or more.
