Meeting of September 10, 2004
Helen Philbin opened the meeting at 2 p.m.
In attendance were: Celia Fellows and Helen Philbin..
Excused: Dexter Groose and Syd Blum and Joe Swaja
Staff: Len Price, Administrative Services Division, Jeff Walker, Risk Management
Director, Alice Toppe, Risk Management Department, and Debbie Wight Assistant to the
County Manager.
Jeff distributed a Health Care Plan Design Analysis prepared for Collier County by
Douglas Ley of Willis.
Several options were presented and the discussion for the day considered this analysis
and other options under consumer driven health care plans. There are many advantages
and disadvantages to these plans. Employees with relatively no health problems like
them while those with health problems do not.
Len noted that the County was not prepared for the coming health care change season to
introduce such a plan even though they are looking into the concept. Consumer driven
plans need a great deal of pre-education to convince employees that the new plan would
be better in the long run than the PPO they now have.
The earliest the County could offer a plan would be for 2006.
HRA's and Medical Savings Accounts were also discussed.
A quorum of the committed was not present. No motions or recommendations were
made.
The meeting adjourned at 3 p.m.
