Minutes
The meeting was called to order at 1:00 p.m. on July 21, 2003, in the County Manager's
conference room. Productivity Committee members Jim Horner, Al Kozel, Joe Mumaw,
Joe Swaja and Janet Vasey were in attendance. County staff members Mike Smykowski,
John Dunnuck, Marla Ramsey and Debbie Wight also attended. Joe Swaja was elected
Chairman.
The subcommittee discussed funding alternatives for beach and boat access: a specific
impact fee for the long-term and leverage of General Fund revenues to purchase beach or
boat access in FY 04. Mike determined that the $21M Vanderbilt Beach property would
require a$2.4M debt service for 20 years. We recommended reallocation of the $2.1M
that was initially applied to the EDC initiatives at the budget workshop since beach
access will benefit many more citizens than an initiative to pay businesses to move to
Collier County.
The subcommittee also discussed:
1. Adding a specific level of service (LOS)to the GMP and LDC for beach access
and boat launches;
2. Distributing TDC beach funds based on availability of public access; and
3. Changing the Parks and Recreation Impact Fee Update Index from CPI to an
index that more accurately reflects construction cost changes and land cost
changes similar to those used for Road Impact Fee Updates.
