Productivity Committee Organizational Structure Review Sub-Committee Minutes 04/22/2002 COLLIER COUNTY GOVERNMENT PRODUCTIVITY COMMITTEE Organizational Structure Review Subcommittee Minutes April 22,2002 Members Present: Jim Horner, Chairman Organizational Structure Review Subcommittee, Ed Ferguson, and Jean Ross-Franklin Members Absent: Don Campbell Other Productivity Committee Members Present: Jim Gibson and Janet Vasey Staff: Tom 011iff, County Manager; Leo Ochs, Jr., Assistant County Manager; and Jo-Anne Learner, Administrative Services Division Administrator The Organizational Structure Review Subcommittee meeting was called to order at 1:30 P.M., subsequent to the required public notification. The Chairman reviewed for the County staff the actions and amendments to the work plan taken by the Productivity Committee at its meeting of April 17, 2002, regarding the subcommittee's information requests from the prior subcommittee meeting. Ms Learner and Mr. Ochs advised that they understood the information needs and all the comparable County data would be available by next week [the week of April 29th] Ms. Learner then distributed to the subcommittee copies of the County's exempt employee pay scale delineating the salary structure for department directors and managers. Mr. 011iff reviewed for the subcommittee how such plans were constructed and implemented. The Chairman and various committee members then reviewed in detail the information requests regarding position counts, vacant positions status and vacancy monitoring methods. Ms. Learner indicated that she had previously received an email outlining the requests and that all information should be available by the end of this week [week ending April 26th]. When available, it will be distributed to all applicable Productivity Committee members. Committee members were pleased to hear Mr. 011iff indicate that top management continually looks for possibilities for consolidating units. Mr. 011iff and Mr. Ochs inquired as to the subcommittee's and the Productivity Committee's timeline for making recommendations regarding vacancies at the Administrator level. They were assured that any actions taken by the Productivity Committee relative to these positions would be undertaken at the next regularly scheduled meeting of the Productivity Committee on May 15, 2002. The subcommittee then began a review of various departmental and sub-departmental organizations within the various Administrative directorates. Several preliminary findings were designated for more extensive review pending receipt of the vacancy analysis and additional information request for follow-ups. The next subcommittee meeting was set for Monday, May 13, 2002 at 1:30 P.M. in the Office of Management and Budget Conference Room. The meeting adjourned at 4:15 P.M.
