Members Present: Jim Homer, Chairman Organizational Structure Review
Subcommittee, Ed Ferguson, Don Campbell, and Jean Ross-Franklin

Staff: Leo Ochs, Jr., Assistant County Manager; Jo-Anne Leamer, Administrative
Services Division Administrator; and Jeff Walker, Employee Services Director
The Organizational Structure Review Subcommittee meeting was called to order at 1:00
P.M., subsequent to the required public notification. The subcommittee elected Jim
Homer as chairman. The March 27, 2002 minutes of the Membership Applications
Review Subcommittee were unanimously approved. The March 27, 2002 minutes of the
Organizational Structure Review Subcommittee were unanimously approved.
The Organizational Structure Review Subcommittee discussed the span of control and
levels of management within the County Manager's Agency. Organizational charts from
six other counties were reviewed as well as Collier County's chart. Differences in the
upper management span of control were discussed. Don Campbell noted that while
Collier County's County Manager has 2 reporting positions, the average for the other six
counties is about 9 positions, if he is interpreting their organizational charts correctly.
The Subcommittee requested staff to provide the following items:
1. Benchmarking of detailed organizational structure with comparable counties,
(including field visits)
2. Collier County's personal services as a percentage of total costs
3. Listing of department director positions by pay scale level
Additionally, Janet Vasey requested staff to provide the following items for the Budget
Review Subcommittee:
1. A listing of the on-board personnel by department as of March 30, 2002
2. Staff calculation of the amount of duplication included in the 4%pay raise
projection.
