Members Absent: Commissioner Mac'Kie and Charles Getter with four vacant
positions

Introduction: Donald Campbell, Chairman, opened the December 14, 2000 Special
Landfill Workshop Meeting of the Productivity Committee at 4:00 P.M.
Jim Mudd, Public Utilities Administrator, gave a brief history of the landfill from 1985 to
the present time.
Robert French, Senior Project Engineer of Malcolm Pirnie, Inc., presented a power point
presentation entitled Collier County Solid Waste Management Options. The presentation
incorporated many of the suggestions made by Productivity Committee members to
Malcolm Pirnie staff during a similar presentation on November 28, 2000. A copy of the
Power Point presentation is attached to the file copy of these minutes and is available for
review in the Office of Management and Budget. Productivity Committee Members made
the following suggestions:
• On the "Recommendations" slide, add to the intermediate term range the
recommendation to continually research new technology.
• On the "Relative Costs" slide add emphasis that current costs as reflected on
the slide are no longer an option and that at least a minimal increase in annual
costs per household is required.
• Stress that Collier County can and should increase its recycling efforts.
• Add to any introductory statements by staff an acknowledgement of the landfill
odor problem.
Jim Mudd reported that Richard Cantrell, District Director, Florida Department of
Environmental Protection, is currently considering the implementation of a state program
for recycling plastic.
Russell Tuff noted that the Productivity Committee might be unaware of previous landfill
odor problems and promises to correct such.
Carolyn McCreedy discussed the time frames involved in the current Waste Management
contract.
Karl Otto was appointed to present the Productivity Committee's comments on the
Malcolm Pirnie presentation at the Board of County Commissioners Workshop,
scheduled December 20, 2000 at the Naples Landfill. A copy of the comments is attached
to the file copy of these minutes.
The Productivity Committee Workshop Meeting concluded at 7:15 PM.
Next Meeting: The next meeting of the Productivity Committee is scheduled for
Wednesday, January 17, 2001, at 4:00 PM in the County Manager's Conference Room,
2nd floor of the W. Harmon Turner Building (Building F, Administration Building).
