Productivity Committee Minutes 10/18/2000 4 COLLIER COUNTY GOVERNMENT PRODUCTIVITY COMMITTEE Meeting Minutes October 18,2000 Members Present: Donald Campbell, William Ebben, Edward Ferguson, Charles Getler, James Gibson, Sharon Hanlon, Karl Otto and Janet Vasey Members Absent: Commissioner Mac'Kie, Kathleen Curatolo and Peter Lehmann with two vacant positions Staff: Winona Stone,Norman Feder, James Mudd and George Yilmaz Introduction: Donald Campbell, Chairman, opened the October 18, 2000 meeting of the Productivity Committee at 4:00 P.M. Minutes: The minutes of the August 30, 2000 meeting were unanimously approved. Additionally, the Committee accepted the September 11, 2000 Road and Transportation Subcommittee meeting minutes and the September 13, 2000 work group session notes. New Business: A. Membership Vacancies: The Chairman reported that no responses were received to the advertisement of the Productivity Committee's two vacant positions resultant from the resignations of Beverly Edwards and Judith McCaffrey. The vacancies have been re-advertised in the local newspapers. Winona Stone, Staff Liaison, reported that due to a change in the leadership of the Board of County Commissioners (BCC), Commissioner Pamela Mac'Kie replaced Commissioner Carter on the Productivity Committee. The Vice-Chairperson of the BCC is automatically a member of the Productivity Committee in accordance with Collier County Code Section 2-907. It was noted that District 4, the district represented by Commissioner Mac'Kie, currently has no appointed representation on the Productivity Committee. B. Transportation: Don Campbell introduced and welcomed Norman Feder, the County's new Transportation Division Administrator. Mr. Feder reported his staff is currently working on many major transportation projects and distributed preliminary cost projections and construction time frames for several of the projects, a copy of which is attached to the file copy of these minutes. He reported he is in the process of setting up quality control teams composed of four department heads and a fiscal representative for accountability and to monitor progress of the projects. Public Utilities Division staff will have input in the establishment of project time lines in an effort to coordinate the moving of utilities. Mr. Page 1 of 2 Y 4 :* Feder is preparing a ten year (unconstrained financial) plan and will review different financing issues and develop options and various time frames for the different funding options. These options will likely be presented to the Board of County Commissioners in April of 2001. Chairman Campbell requested that Mr. Feder report back to the Productivity Committee in February or March, prior to his presentation to the BCC. Mr. Feder welcomed ideas and input from the Committee and stated that he intends to include updated transportation project time lines and reports on the County's web site. Chairman Campbell requested Winona Stone provide the Committee with copies of the Executive Summary authorizing the County to purchase buses. Old Business: Public Utilities/ Waste Management: Chairman Campbell welcomed and introduced Jim Mudd, the County's new Public Utilities Division Administrator. Mr. Mudd reported that his staff is performing a cause and effect study and that most of the "new fixes"being implemented by Waste Management are currently in place. In early December a BCC workshop will be held to obtain directives on whether or not to re-bid the contract for collections and the future utilization of the Naples landfill. Chairman Campbell appointed a sub-committee composed of Ed Ferguson and Karl Otto to assist Mr. Mudd in preparing the report. He reported that he would provide a draft to the committee. Karl Otto requested to be notified when the workshop date and time are determined. Comments/Suggestions: There was brief discussion regarding the scope of topics authorized for review by the Committee. The meeting adjourned at 6:20 P.M. The next meeting was subsequently rescheduled for Tuesday, November 28, 2000 at 4:00 P.M. in the County Manager's Conference Room on the 2"d floor of the W. Harmon Turner Building(Bldg.
