Introduction:
-Jack McKenna introduced Charles Getler and Brian Paul who were recently appointed to
the Productivity Committee by the BCC
-Charles and Brian each gave a brief outline of their experience and areas of expertise
-Jack welcomed both Charles and Brian on behalf of the Committee
a. Budget Systems and Procedure-
-the report will be distributed to the Board and the County Manager's Office
for their review and comment
-if the Board wishes to discuss the report in a public forum, it will be presented at a
regular board meeting at a later date
b. Purchasing-
-Charles Getler and Brian Paul will join Bernie Weiss in this area of study
c. Human Resources-
-the Sub-committee met with Jennifer Edwards to review implementation of their
recommendations
-during the meeting Jennifer expressed concern that merit pay may be eliminated
-this is contrary to the recommendation of the Sub-committee which suggested that
utilization of merit pay be expanded once the new HR software is in place and the
performance appraisal process can be utilized effectively
-the Productivity Committee believes that merit pay builds moral if used properly
-they are opposed to COLA's, and believe that most well run organizations do not give
COLA's
-although they may be easier to administer if there are good instruments in place to
evaluate performance an organization can utilize increases to motivate employees and
raise standards through incentives and goal setting
-however management needs to buy into the concept and see it as an opportunity to excel
-the Productivity Committee suggests a brainstorming session with Neil Dorrill and his
key people to explore the most appropriate and equitable system to reward employees
-Commissioner Hancock could act a facilitator for the session
-1st phase would determine the structure, 2"d phase would be implementation
-it was suggested that privatization standards be used as a project model
-since the Privatization Task Force was disbanded, Commissioner Hancock suggested
that the Productivity Committee review any privatization issues in future
New Business-
-Jack McKenna met with Neil Dorrill and Tim Hancock to solicit their input re. a new
work plan for the Productivity Committee
-Commissioner Hancock had suggested the Ford test track issue, but the State is now
"driving the train on that one"
-Neil has suggested the following as possible areas of study:
traffic management- studies for signals, ordinances, neighborhood traffic management
plan
traffic operations- privatization of maintenance
parks and libraries- their future in Collier County,regional concept vs. neighborhood, the
long term impact of technology, Internet etc.
-Brian Paul to call John Jones and Sid Melanger to discuss
-short term projects such as examining reproduction and printing costs, electronic forms,
are these purchased efficiently?
-Commissioner also Hancock suggested possibly looking at Fleet Management
-which is the most cost effective,privatize or in-house considering the cost of a new
facility
