-Stan Litsinger, Project Planner with the Community Development and Environmental
Services division spoke to the Sub-committee about the Collier County Growth
Management Plan
-Florida Growth Management Act provides mandatory requirements in concurrence with
development
-covers the CIP element, level of service for water, sewer, parks, transportation
-allows for the adoption of a fully funded plan, 5 yrs into the future
-Collier County started with major deficits back in 1989 both financially and in levels of
service
-forced BCC to deal with issues that they may not have
-Stan believes that Collier County is at a lower level of service than the Department of
Community Affairs would like to see, but still very good
-point of growth management is that you do not push it aside
-retrofitting is much more costly, waiting not the most cost efficient method
-Collier County probably has the highest impact fees in the State of Florida
-slowing growth can result in legal challenges in court
-the Growth Management Department analyzes the proposed projects, and gives options
to the BCC
-CIE gets served first, then other projects
-Category A are mandatory
-Category B are not concurrence issues
-over a period of 12-18 months Growth Management will reanalyze the standards set out
in the plan
-Citizens Advisory Committee (Ad Hoc Committee)has just completed their review and
recommendations in conjunction with Planning Commission
-in addition, growth program is re-evaluated annually
