Introduction of John Hickey and John Stockton both of whom are interested in serving
on the Committee.
Jack McKenna informed the Committee of receiving two resignations. Mr. James Davis
and Mr. Donald Hughes have resigned.
Mr. Feguson reported that he and Jack McKenna met with Leo Ochs and Jennifer Edwards
regarding the Human Resources subcommittee efforts.
-- Mr. Ochs will do the fringe and leave policy comparisons for the Committee.
-- Mr. Ochs will provide the preliminary scope of work for the pay plan analysis.
-- Jennifer Edwards will provide the employment data being developed for the GNCA.
The Committee then engaged in a discussion of the Human Resources review and the
preliminary tasks to be undertaken.
The components of the Human Resources review are essentially as follows:
1. Update leave and benefit reports prepared by previous productivity committees.
-- Leo Ochs has agreed to do the preliminary work and has been given copies of
the reports.
2. The Productivity Committee will monitor the Job Evaluation and Compensation Plan
update being undertaken by Ralph Anderson and Associates.
-- Ed Finn provided the preliminary scope of work letter dated 3/22/95 to the
committee members.

3. Examine the Employee Review and Appraisal System. Basic questions to be answered
are: a) Are the performance appraisal policies and procedures being followed?
b) Are they followed consistently.
Vic Tatak will be responsible for reviewing the employee review and appraisal
system. He will contact Ed Finn to set up an appointment to examine the records.
Mr. Ferguson and Mr. McKenna requested that they also be notified of the
appointment so they may assist.
4. Evaluate impact of "Human Resource Policies" on: the cost of government
services, employee morale and retainage, and employee recruitment.
The next meeting will be September 19, 1995 at 12:00 noon. The meeting will be a
working lunch, and pizza will be ordered in. The meeting will take place in the
County Manager's Conference Room, 2nd Floor, Administration Building.
