Productivity Committee Minutes 07/13/1995 COLLIER COUNTY GOVERNMENT PRODUCTIVITY COMMITTEE MEETING July 13, 1995 MINUTES Attendees: David Craig Charles Duray Ed Ferguson Jack McKenna I. Discussion of whether this time of day is awkward for meeting base on limited attendance. We concluded that it may be the result of vacations. H. Sub-Committee Reports a. Budget Systems and Procedures A sub-committee meeting will be held on July 25. It is the intent of the Sub-committee to investigate the procedures by looking at one department to evaluate the effectiveness of the current system which is in place. Currently, the thought is that either parks or libraries would be appropriate departments to review as they are to some extent isolated. b. Human Resources The HR Sub-committee met on July 13. That meeting served as a kick-off and brainstorming meeting for the most part. Due to the fact that there is currently no Director for the HR Dept. and their are other people leaving, there is concern that the department is in such a state of flux that we need to be careful not to interfere with the department at this point. Tom Whitecotten, the previous director has indicated a reservation about meeting with us at this time. Jennifer Edwards is currently acting as the director, it is unclear at this time whether she will remain in that roll. Jack McKenna is to be setting up a meeting with Neil Dorrill and Ed Ferguson. It is the intent at that meeting to try to determine how Mr. Dorrill feels the current system is working and to see if there is any particular direction he would like to see our study going. Following that meeting, we will work on setting up a meeting with Jennifer Edwards, Leo Ohs and the HR Sub-committee. The Hr Department has recently brought in Mr. Day to act as Ombudsman. This should be a great help. c. Service Efforts and Accomplishments It seems that the county is utilizing S.E.A.'s to some extent at this point. There may be a need to take advantage of this evaluation system to a greater extent. It may be worthwhile to do a comparison with other counties to see to what extent SEA's are being utilized. d. Mini Grace Commission Report has been forwarded to the BCC for their review. They have been on vacation and just returned so we may be getting some feedback soon. III. Old Business a. Filling Vacancies-Perhaps we should be getting the word out of the vacancies at some of the other organizations such as the League of Woman Voter or the Presidents Council. IV Adjourn
