I. INTRODUCTION
Vote on recommending the following for appointment by the
Board to the Productivity Committee.

Mark H.A. Drucker
Charles J. Dauray
Edward T. Ferguson
David R. Craig
Vote by the Committee unanimous in recommending that the Board
appoint applicants to the Committee.
II. Sub-Committee Report
a. 800 Mhz - David Craig- No update
b. Utilities - Doug Rankin
Sub-committee meeting held on February 15, 1995 at 9: 30
a.m. Second Draft of the Utility Report briefly reviewed
and it was determined that the report is dated, and it
would be best to update and focus on recommendations
before presenting Final Draft to the Board.
c. Environmental Services
Ed Finn presented memo from David Russell on "Handling of
Freon Containing Equipment/Appliances, " dealing with how
Solid Waste Department disposes of Freon.

Discussion at next meeting with new committee members as
to where we may have an interest or feel we can help.
Will follow up during workshop with Board.
III. Old Business
a. Ed Finn presents memo from Kenneth Cuyler on the Sunshine
Law.
b. January 25, 1995 memo from D.R. Craig to Jack McKenna on
the selection of Director, Information Technology, update
on selection process.

Potential savings with Department of Revenue
Mandatory Solid Waste Collection
Take a business approach to collection and handling of
complaints
Looking at software that Palm Beach County uses to handle
invoicing, complaints, etc.
Doug Fink - Ad Valorem for payment of solid waste; would
be tax deductible.
Collier County collects for 50, 000 units
Waste Management collects for 50,000 units
Bank will process invoices for $0.08/account. This would
allow County to release two employees. Save up to
$20,000.00.
With current system, it takes 10 days for paid accounts
to be deposited in bank.
