MINUTES OF UTILITIES SUB-COMMITTEE MEETING
9:00 A.M. , JANUARY 4, 1995

1. Computer Service Billing
- Basics are in place for the existing system to work
properly. Basic functions work properly.
- Staff will contact other municipalities with the same
system to discuss possible solutions as an interim
measure, i.e. Clearwater (however, they have earlier
versions of program) .
- Current system problems include:
System Mapping
Access to data or accounts
Access to Impact Fee data
- Solution path was identified (Coopers & LaBrandt Study) .
However, the Board denied funding approximately 3 to 4
months ago.
- Current Systems Analyst is not comfortable with system;
does not like to make isolated changes, however, some
minor changes have been successfully made, i.e. , no
termination notice sent out if account is less than
$5. 00. Software is not fully documented; company no
longer supports current version.
- Long term computer system solution will likely be the
responsibility of the new Department of Revenue and
Information Technology.
- Department of Revenue will present this to the Board on
January 18, 1995 contract for system modifications.
2 . Customer Service
- Procedural Manual in Place
- Q Plus Team
3. Office of Capital Projects Management
- Engineer transferred from Utility Division to OCPM is
working on Master County-wide Utility Plan on ACAD. Mike
McNees was aware of this.

- Prior problem was unauthorized work by OCPM for Utility
Division. This was corrected with written work
authorization, however, there is room for improvement
with billing/reporting.
- Project managers in OCPM are not responsible for project
budget.
- East Naples Sewer Project good example of how not to
manage project. The County was not responsive to
customer complaints. This was an older project. Projects
are no longer managed that way.
4. Community Development
- Improve coordination with Community Development on the
inspection/acceptance of new utility systems.
- Additional utility inspectors with Community Development
for quality assurance and to assist in coordination with
Utility Division.
5. Waste Water Division - STP's
- Policies and procedures in place. State and Federal
regulations have caused some minor inconveniences for a
few employees, i.e. , must be clean shaven to wear
protective face mask.
- Occasional problems with swing shift employees calling in
sick during the holidays.
- A few employees feel other employees are being favored.
- Employees afraid to come forward with problems.
- Suggestion box recently added. Questions, etc. , are
answered in the Utility Division's newsletter.
- Employees used to perform routine maintenance at
facilities, but complained; felt is was below their
position. Now some employees complain about tasks
performed by others that they could do.
- County is currently working on a written safety policy;
have reviewed similar policies prepared by other
communities. County should make it a priority to
complete.
- County should review/redefine job descriptions stating
essential and non-essential duties. then review Draft
with employees.
- Consider using Human Resources Department to deal with
morale problems.
