Privatization Task Force Minutes 10/31/1994 COLLIER COUNTY PRIVATIZATION TASK FORCE MINUTES Meeting, October 31, 1994 5:30 pm Media Center, First Floor, Administration Building ("F") Members Present: Bettye J. Rasley A. Glenn Simpson Robert N. Flinn Thomas P. Ciranna The meeting was called to order at 5:30 pm by Chairman Bettye J. Matthews. Transportation Services Division Administrator George Archibald attended the meeting and as a continuation of the previous meeting's discussion made four recommendations to the Task Force (attached) for the improving service or controlling costs in road operation and maintenance. The Task Force discussed and decided to request additional information from Mr. Archibald on the Transportation Division's sign shop. Information on labor rates, average sign cost, number of signs produced, and number of signs in inventory would be requested. The Parks and Recreation Department will be discussed at the next meeting. Steve Brinkman, Parks and Recreation Director, will be invited to attend. Information on the department will be distributed to Task Force members prior to the meeting. Also, at the next meeting notes will be prepared for a report to the BCC on the Task Force's progress to this point in time. The next meeting will be held November 14 at 5:30pm in the Media Center. Being no further business, the meeting was adjourned at 7:00 pm. TRANSPORTATION SERVICES DIVISION PRIVATIZATION RECOMMENDATIONS OCTOBER 28, 1994 SUBJECT: As part of the review and comments of the Privatization Committee on October 17, 1994, the following areas are submitted for the Committee's consideration in controlling-reducing operating cost and/or improving services in the general area of road operation and maintenance. Recommendation #1: Finalize specifications for specific rural area mowing, bid the work on an annual basis with a renewal clause for an added year, analyze the bid results in comparison to current County cost and make a final recommendation to the BCC based on both cost data and performance data. Recommendation #2: Finalize specifications for median maintenance on specific segments of the arterial road system, bid the work for annual maintenance with renewal clause, analyze the bid results in comparison to current County cost and make a final recommendation to the BCC based on both cost data and performance data. Recommendation #3 : Finalize specifications for recycling asphalt in place of asphalt re-surfacing, bid the work as part of the annual re-surfacing program, analyze the bid results in comparison to current re-surfacing contracts and make final recommendations to the BCC based on both cost data and performance data. Recommendation #4: Analyze administration/supervision of the work in the Golden Gate Estates, Immokalee and the East County from the perspective of redundancy and determine any areas for reducing personnel, performing additional contract services and/or increase the utilization of the State prison system in the performance of roadway maintenance and in the area of roadway construction.
