Privatization Task Force Minutes 10/17/1994 COLLIER COUNTY PRIVATIZATION TASK FORCE MINUTES Meeting, October 17, 1994 5:30 pm Media Center, First Floor, Administration Building ("F") Members Present: Bettye J. Glenn Simpson Robert N. Flinn The meeting was called to order at 5:40 pm by Chairman Bettye J. Matthews. Transportation Services Division Administrator George Archibald was in attendance at the meeting at the invitation of the Task Force. Mr. Archibald first gave a brief overview of the services provided by his division and stated that the primary areas of concern for the Transportation Services Division are the safety, service life, and capacity of the County's road system. Mr. Archibald then spoke on the subjects summarized below: Median Maintenance Most median maintenance is handled through taxing districts with the maintenance work privately done by contract. With contract costs, electricity and irrigation water account for the majority of costs within these districts. The County has a six man crew that maintains those medians not administered by a taxing district. Costs for maintenance have declined from $1.45 per square foot to $.65 per square foot of median maintained. Equipment A lot of activities are seasonal so equipment is versatile to do several jobs (i.e. tractor pulls mowers, blades, etc.). Approximately 10% of equipment is replaced yearly. Equipment maintenance is done by the County. Utilization rate is 50-60%. A lot of activities are labor intensive. Travel time is a large factor in equipment utilization. Went to a ten hour day, four day work week to reduce lost time from travel. Litter Abatement Adopt-a-Road Program saves at least $175,000 in time for litter removal. Street Sweeping Contracting is difficult as local firms do not have the equipment necessary to do curb line sweeping. Street Lighting Street light maintenance is contracted. Right of Way Maintenance (Mowing) Currently mow major roadways and at intersections. Looking into contracting out some mowing work. Obstruction removal Attempt to bill when possible for damages and time to remove obstructions, etc. (e.g. concrete spills on roadways). The next meeting will be held October 31 at 5:30pm in the Media Center. Being no further business, the meeting was adjourned at 7:10 pm.
