MEETING MINUTES, JUNE 20, 1994
3:30 P.M.
Collier County Administrative Services Building, 1st floor Classroom
ATTENDEES: Robert Laird, Jay Kaye, Timothy Hancock, Christine Ramsey, Jack
McKenna, Tony Vastola, David Willdson, Edgard() Tenreiro
EXCUSED: David Craig, Marc Gertner, Michel Saadeh

The meeting was called to order at 3:35 P.M.
The agenda was presented and approved as written.
A proposed meeting schedule for the balance of 1994 was presented and approved with one
change. The meeting dates will be as follows:
July 18, 1994
August 15, 1994
September 19, 1994
October 17, 1994
November 21, 1994
December 12, 1994
All meetings will be held on the first floor of Building F in the media classroom. Members of
the committee are encouraged to mark these dates on their calendars.
The following committee reports were given:
Utilities;
Doug Rankin has spoken to most commissioners and is awaiting the outcome of the Utilities
Commission issue. Mr. Rankin will be on vacation and will be back July 5, 1994. Assisting
Mr. Rankin on that committee will be Jack McKenna, Michel Saadeh, and Marc Gertner.
Additional people may be added once the program of work is specifically identified.

Environmental Services;
David Wilkison reported on his committee's activities including three sub-committee meetings,
one involving a meeting with Bill Lorenz and the department heads to assist in identifying
potential areas for improvement in efficiency and production for the Environmental Services
Division. Regarding solid waste operation and billing, Mr. Wilkison's committee met with
Board of County Commissioners Chairman,Tim Constantine. Commissioner Constantine agreed
that the billing process could be streamlined and possibly privatized and that the productivity
committee was working in a positive direction. Mr. Constantine called to have copies of an RFP
that was currently being prepared, delivered to Mr. Wilkison for distribution to his committee
for their review. In addition, the subject of review of State Mandates arose once again. It was
discussed and resolved that the Productivity Committee may be able to assist in determining if
a specific process is the most expedient and efficient one to resolve the requirement of a State
Mandate without being put into a position to review mandates individually and make
recommendations regarding compliance. Commissioner Constantine also appeared very
receptive to the increased role that the Productivity Committee would like to have regarding
issues for which the Commission would need additional information or third party review.
EMS/Helicopter;
Mr. Bob laird brought the committee up to date on the recent change to the $250 ambulance
fee which represents a reduction in cost for the user but will require an increase in taxes paid
by the community as a whole. Although not reported, this action can be attributed to the
Productivity Committee's EMS Report submitted to the Commission this past year.
Human Resources;
Mr. Tony Vastola reported that a summary letter from Tom Whitecotton, Collier County Human
Resources Director is being prepared and should state that the County Administrative staff will
be moving in the direction of preparing administrative guidelines and retro-fitting many of the
ideas put forth in Mr. Vastola's committee's report. The payroll audit is currently ongoing with
comp time and leave time being considered for automation. The results should be positive and
in line with recommendations consistent with the Productivity Committee's report.
Development Services;
Mr. Tim Hancock reported that little activity has occurred since the last report. Mr. Wilkison
added that the consultant's report regarding the Development Services computer system was
given on June 17 and Mr. Wilkison will forward a copy of that report to Mr. Hancock.
