PRESIDING: Jan Kantor MINUTES BY: Ellie Hoffman, Deputy Clerk Page 1 COUNTY GOVERNMENT PRODUCTIVITY COMMITTEE MARCH 25 , 1991 ITEM: Resignation - John Remington Mr. Kantor advised that John Remington has resigned from the committee due to other time commitments . Mr. McNees revealed that the Board of County Commissioners is aware of Mr. Remington' s resignation and this vacancy will be adver- tised. ITEM: Letter from Clerk Jim Giles re Dick Laymon Mr. Laymon stated that as he began the pro- cess of putting together a game plan to con- duct the interview with Data Processing, he ran into a road block. He advised that several years ago a dispute erupted between himself and various folks at the County, noting that he testified to the Board of County Commissioners regarding the huge and sudden increase in Data Processing expen- ditures and pointed out to them a number of areas where the cost effectiveness of that department could be improved by several hundred thousand dollars. He related that Mr. Giles prefers that he not be involved with reviewing the expenditures for Data Processing since this is a situation where his creditabi- lity as a member of this committee is being questioned. He requested direction from the committee in this regard. It was the consensus that Mr . Kantor respond to Clerk Giles ' letter and communicate that it is the desire of the committee for Mr. Laymon to pursue the review of Data Processing with the assistance of alternate member; Ron Labbe. ITEM: Meeting Minutes Mr. Laymon declared that there has been a strong emphasis placed on minutes from the meetings, and noted -that to date, none have been received. Mr . McNees explained that the Ordinance states that the Clerk' s Office will provide minutes for this committee. He revealed that he has Page 2 COUNTY GOVERNMENT PRODUCTIVITY COMMITTEE MARCH 25, 1991 been informed through discussions with Clerk Giles, that the Board Minutes and Records Department is snowed under due to the volume and length of the numerous other meetings that are held each month. He reported that Mr. Giles will seek direction from the Commission as to whether official minutes are required or if a middle ground, i .e . steno taking notes would suffice. ITEM: Emergency Medical Services Update Emergency Services Administrator Reardon announced that his Division is responsible for the administration of overseeing Ochopee Fire, Isles of Capri Fire, District 1 Fire, Department of Forestry Fire Service Contract, Emergency Medical Services Department, Emergency Management Department, Helicopter and Air Support Department , Medical Examiner ' s Office, Immokalee Health Care Walk-In Clinic, a host of capital projects, and the Fire Consolidation Study which is currently in pro- cess. Mr. Reardon explained that the Emergency Medical Services Ordinance which allows the ability to bill , should be adopted by the Board of County Commissioners within the next 3 to 4 weeks . He indicated that last year, there was a recommendation to retain an additional office staff person in the billing office, based on the premise that $50,000 would be recovered in lieu of turning those accounts over to a collection service. He noted that the position was filled and to date, $41 ,000 has been collected in-house. Mr. Reardon divulged that there is $3 . 5 million in bad debt to date for the past 10 years. He noted that the Emergency Services Advisory Council has been reviewing issues of expenses and revenues since those services that are provided to out of County residences are receiving half of their bill free, since these services are paid from ad valorem taxes . He indicated that the Council is exploring the possibility of a staggered fee schedule for County residents and out of County residents so that they would be paying their fair share , Page 3 COUNTY GOVERNMENT PRODUCTIVITY COMMITTEE MARCH 25, 1991 and Collier County taxpayers would not have to subsidize the service that these people receive. Mr. Reardon revealed that last year , $27 , 300 was budgeted for special events, and this year ' s budget reduced same to $6, 800. He reported that many of these events that used to be "free" , but if an organization is making money, they will now be charged for the ser- vice. He disclosed that the high schools have been put on notice that they will have to start paying for the services that are ren- dered during their football games. With respect to helicopters being used for medical services transport , Mr. Reardon disclosed that there is a $220 surcharge for every airlift and the same mileage rate is paid as that of an ambulance. Mr. Laymon asked if there would be any advan- tage to having the home base for the helicop- ters at SR-84 and SR-29 as opposed to the Naples Airport . Mr. Reardon replied that it is feasible for the helicopter to be based at the airport since there are two pilots and they both live within six minutes of the air- port. He explained that if the helicopter is relocated to Alligator Alley, full time staff would need to reside in that area. He revealed that there is presently a lot of activity in town. A discussion took place regarding the Mobile Command Post . Mr . Reardon declared that the Commission has been presented with eight pro- ' posals regarding this vehicle. He noted that many options have been explored and he will present four options to the Board tomorrow. He explained that a 1969 Crown Coach has been offered to the County but it will cost in excess of $50 , 000 to get that vehicle into operation. He indicated that one vehicle that is being considered is similar to that as recommended by staff , and the cost is $35 , 000- $40 ,000 .
