Analysis: This would first require changes to the Growth Management Plan to
allow the extra densities to exist on currently zoned lands. Although this idea
looks to expand or legitimize a substantial amount of what could be more
affordable housing alternatives, there are many more complex issues that this
idea would open up. Further review of the full impact of the change is needed.
Recommendation: Amend the LDC to encourage mixed-use zoning to provide
incentives for affordable housing.
Analysis: The LDC already encourages mixed-use zoning by providing density
bonuses of three units per acre for developments located in mixed use activity
centers or interchange activity centers. However there is currently no linkage
between the bonuses allowed and affordable housing. Any incentive given by the
County to build a mixed use development in an activity center should try to link
that incentive to the provision of affordable housing that would locate the housing
within close proximity to commercial job centers which employ a majority of

people who require affordable housing in the first place. This would decrease
traffic by allowing the workforce the opportunity to live very near to their place of
employment, while at the same time rein in a bonus that tends to promote, if not
reward, the development of high-end, luxury housing.
Recommendation: Amend the LDC to re-evaluate the qualifying criteria for all
allowable density bonuses.
The practical maximum density for a single-family home development is
somewhere between 4 to 5 units per acre. The LDC currently has many
alternative means to achieve this density other than with affordable housing.
Consequently there have been virtually no affordable single-family home
subdivisions built in Collier County within the last ten years.
Analysis: In the LDC there are currently several means for a project to gain
extra density. They are:
A. Conversion of Commercial Zoning
A bonus of up to 16 dwelling units
commercial zoning which is converted.

If the project is within one mile of a Mixed Use Activity Center or Interchange
Activity Center and located within a residential density band, 3 residential units
per gross acre may be added.
C. Affordable Housing
A maximum of up to 8 residential units per gross acre may be added to the
base density if the project meets the definitions and requirements of the
Affordable Housing Density Bonus Ordinance.
D. Residential In-fill
To encourage residential in-fill in areas with existing development, 3 residential
dwelling units per gross acre may be added.
E. Roadway Access
If the project has direct access to 2 or more arterial or collector roads as
identified in the Traffic Circulation Element, 1 residential dwelling unit per gross
acre may be added.
F. Transfer of Development Rights
To encourage preservation/conservation of natural resources, density transfers
are permitted within that portion of the Urban designated area subject to this
Density Rating System.

It is the suggestion of the Workforce Housing Advisory Committee to work
through the LDC and re-evaluate the qualifying criteria for these various density
bonuses and to limit their use to only projects that include some affordable
housing aspect.
5. Recommendation: Affordable Housing Linkage Fees
Analysis: Affordable Housing linkage fees are a revenue generating strategy
used by local governments to mitigate the cost of providing affordable housing.
The fee links commercial and non-affordable residential development to the
workforce housing demands that they create. Funds could be used in a variety of
ways including buying down the cost of land, providing infrastructure, or paying
for impact fees.
The Workforce Housing Advisory Committee will be further exploring this issue
throughout the summer and then prepare an official recommendation to the BCC.
6. Recommendation: Inclusionary Zoning
Analysis: Inclusionary Zoning is a land use tool that aims to provide for balanced
communities by providing for the inclusion of affordable housing in all
developments. Local governments have many options when setting up an
Inclusionary Zoning plan including whether or not to accept a payment in lieu of
including the affordable homes, requiring that the affordable component be
located on site or within some proximity to the development, and setting a
threshold number of units that would trigger the inclusionary requirement.
The Workforce Housing Advisory Committee will be further exploring this issue
throughout the summer and then prepare an official recommendation to the BCC.
